- Greetings, Valentin Vasilyevich! The meeting was not just a landmark, it covered the whole planet, almost 50 thousand people participated in it. The main issue on the agenda - about the Victory Program "From Survival to Development and Justice" - today worries a lot of people in the near abroad, our allies and friends around the world.
We are already preparing a mailing list to hundreds of addresses, from the Security Council, headed by Putin, and the Government, headed by Mishustin, to the party asset of the most distant regions. The materials of the Plenum should be carefully studied by the information and law enforcement services. We are convinced: we will not be able to cope without the program to bring the country out of the crisis.
- I want to note that some mysterious picture has emerged in political life before the Plenum. It became known that Gennady Andreevich received a number of audiences in high offices, that he has his own agenda for conversations with the leaders of the country. Now, after the Plenum, of course, everything has become clear. We see from the content of both the report and the speeches of the Chairman of the CPRF Central Committee that he is particularly concerned about. And we can see the whole situation that has developed at the Plenum. There was a soulful, responsible understanding of their actions by the communists in the most difficult period of history. And, of course, I would like to trace the direction and feel the atmosphere in the high offices, where the leader of the communists came.

By the beginning of the year, it became quite clear to me and my team that the past year was a failure. And failed in all basic indicators. It's on the one hand. On the other hand, the Yankee hegemon went to the stack. The planet smelled like the powder of a new, very big war. The Plenum emphasized the terrible danger of World War III, which has already been brewed. This has not happened since 1945, when we defeated German fascism, Japanese militarism.
Actually, the war has been going on for the fifth year. It is fueled by NATO and States that do not want to fulfill their world obligations. This is a war of attrition. It's always a war of potentials. If your pace has dropped to zero, there will be nothing to consolidate the victory. This is fundamentally important, and it is necessary to make responsible decisions. On the other hand, security is something that any country is proud of. We will get it only with the complete surrender of the Nazi-Bandera regime, which seized power in Kiev by force.
We see that there was neither "overheating of the economy" nor "investment boom". The excessive rate of the Central Bank simply paralyzed the economy. Tariffs suffocated the citizens of the country. There is a backhag, which is growing, although we are obliged to reduce it. And, unfortunately, the local authorities do not listen to citizens, and "United Russia" did not organize a full-fledged dialogue with the population on vital issues, although we formulated them all at three international economic forums in Orel, in round table discussions that we held in the Duma, having worked out all the main topics.
Therefore, knowing that the country's leadership responds to my requests, because of my experience, knowledge, especially since I regularly provide them with materials, so, in fact, the doors opened for me and managed to hold fruitful meetings. In mid-January, we discussed acute issues with President Putin for a long time and comprehensively. I have a feeling that he sees the dangers, understands the need for urgent measures and, in general, is open to our suggestions. Moreover, he submitted a number of issues and our projects to the State Council: both programs on science and education, and on food security...
I met with our large team on February 3 with Mishustin, moreover, we personally discussed a number of problems. They insisted that this year the Government's report should not be traditionally in April, but already in February, because we don't have time to swing. It is necessary, without delay, to equalize the course for creation and development. And the report took place on February 25. We also put dots on the "i" there.
The government has been working for six years. He has accumulated experience. This is a more professional, more efficient, more interested in success office. The government managed to overcome both covid and 31 thousand sanctions, and reached a global pace a year ago.
But then everything went downhill in the economy. In March, we listened to the reports of the Accounts Chamber and the Central Bank. Seeing that "United Russia" does not respond properly, I called, agreed, and in mid-April we once again discussed all the problems with Mishustin in detail. Then I invited the Chairman of the State Duma Volodin to hold a meeting with the leaders of the factions. We held it in the State Duma.
In general, the Plenum was preceded by a huge work, which was aimed at implementing the main ideas, our proposals into draft laws, into the development budget, which is 10 trillion more. All this was brought to the attention of the first persons of the state.
And at the Plenum, we have already brought a program that is well-founded, which is tested at people's enterprises, which is confirmed by the unique experience of our governors, whether it's Klychkov in the Oryol region, where they got the best harvest in the world, or the Russians in Ulyanovsk, where the rates are five times higher than the average in Russia, or in Khakassia, at Konovalov, where housing was built at 21 meters per person, and so on.
All this was prepared and submitted to the Plenum. Previously, we discussed this with all allies and friends and connected them to this dialogue. We broadcast it on three channels, on the "Red Line". In many regions they listened, watched, and I asked all the youth to gather. All young people - so that they understand that this is a program of their life, a program for the development of the country.
But the loss of time is the loss of the pulse. It is necessary to implement this program immediately, because we are missing a very expensive, golden time against the background of a raging war. The outsout of any war determines the presence of potentials, strategy, political will. Here, more than ever, it is necessary to show it.
Putin, speaking yesterday at a meeting of legislators in Leningrad-St. Petersburg, emphasized: people may have different approaches, but the country needs to move forward. Generally speaking, he formulated the main task: world pace, the best world technologies, a cohesive society and guaranteed sovereignty.
We need to make every effort. It became quite obvious. At the Plenum, we were once again convinced: our Victory Program allows us to solve these problems.
- Gennady Andreevich, is it true that there was also a meeting with the leader of the United Russia party Dmitry Anatolyevich Medvedev?
- It wasn't just a meeting, in the middle of April. It was a deep explanation of our relations with United Russia. We discussed all the details with Medvedev, with Vasilyev, other managers... I heard: they will take action.
I expect appropriate decisions from them. And they are not easy. Some local organizations do what they want - look at their actions in Altai, where women are interrogated and arrested. Or now in Omsk "United Russia" repeats the ugrace. Or in Lipetsk. Medvedev said that he heard; he took all the materials. Including those who are prosecuted; there have been more than 30 of them recently. I left it on the table, and I was promised to consider it.
Moreover, I put on their table all the proposals, program materials, unique experience of national enterprises: and Grudinin, he has an amazing experience, and Kazankova in Mari El... And invited to take part in our events. We are open.
- So, we're approaching the first question. If we summarize all these meetings, what is the main question that always arose at the very beginning? What are the concerns of the country's leadership at the forefront?
- In the foreground, of course, everyone has the issue of Victory. We not only agree with that. We are absolutely sure that without the Victory over Nazism, fascism, Bandera, none of us, no party, no person, can have a future. This is the most fundamental, the most acute issue, and it requires an exceptionally energetic response to all challenges.
It should be borne in mind that - I emphasized - that there are three main dangers. They were discussed both at the UN and in Davos. And it's clear.
The first is the war. Big and scary. And it expands, spreads. Look at what's happening in the Persian Gulf. And how insistently and brazenly two nuclear powers - the United States and Israel - are trying to hamm Iran into the ground. He resists courageously, steadfastly, energetically. That's the first one.
The second is an environmental disaster. Look out the window. The beginning of May, and then Central Russia was covered with snow, in a day - a monthly norm. Not long ago, half of Dagestan and the Chechen Republic were washed away.
And the third is unregulated artificial intelligence.
These problems were discussed in detail. But I especially emphasized what war is today... It's a hybrid war. It has its own components. We lost the information and psychological war. We lost three five-year-olds. Gorbachev's chatter, Yeltsin's drunken courage cost us 10-15 years. And the loss of historical time is the main trouble and trauma for any nation. Putin began to get out of this terrible and terrible crisis. But look, all his environment that was there was what Chubais, Gaidar and all this Americanized floch formed. And now it has not been possible to displace them to the end. Although the strategies have changed. And most importantly, sovereignty based on self-sufficiency is absolutely correct.
We are losing the space war. Why? Because 20-30 drones fly over each of our soldiers. To reach the line of contact, you can lose half of the fighters, or even more. And every second ruble, a budget ruble, burns in the war. We must strengthen it as much as possible now. I gave an example of the 65th anniversary of Gagarin's flight into space. At that time, we had 17 successful launches a year. And last year - also 17. And the Chinese are 91. And the Americans are 182. In the early 90s, we had 2500 launches behind us, and the Americans were almost three times less. We had a powerful grouping of satellites. Now we have 300 satellites left, the Chinese have 1000, the Americans have 11,000. What to do? We need to invest in scientific technologies. These are electronics, robotics, machine tool construction.
We put these programs on the table, and discussed, and insisted. And finances are being cut and cut. And no positive movement. We sent 152 convoys to the front line. Everything they ask for. We have already killed 206 commissioners. We are fighting...
And in response, we see on "Spas" - "mummies" are abominable. In general, Orthodox culture is devoid of relapses associated with revanchism. And they all shit and blind people. Or these "Chronicles" of Konchalovsky on state television. Can this serve to unresie society?
35 regions are already under shelling on the territory of Russia, including the base that sends both oil and gas to the market. All this was considered together in all details, with specific proposals. And here they are very important.
I officially said: our mortality rate is increasing. We are the only country that is dying out at a rapid pace. Over the past year, 600 thousand people lost. Two cities, like my native Eagle, disappeared from the country forever. The process of impoverishment is underway. The split in society is growing. Wear of equipment and so on. Degradation of personnel. It is impossible to solve anything without investments in this area.
We offered them the law "Education is for everyone". It was proposed to regulate the prices of essential goods, and to spend no more than 10% of the family's income on housing and communal services. They asked to consider supporting families with children. Nine laws were introduced by Ostanina. 19 laws on migration regulation have been introduced and so on. Everything was put on the table. We discussed, watched. I was sure that United Russia as the ruling party would show interest in this. But I don't see him. I was just amazed: such uninterestedness, disinterestedness, inability...
The President speaks perfectly: the elections should be fair. Elections must be legitimate, transparent, strictly by law. They must be recognized by everyone. We are for it with both hands. But they are starting to inflate the LDPR and "New People". I asked them a question: name me at least three people from the "New People" group, to whom you will offer leadership positions tomorrow. They are silent. Why are you blowing them up then? You're inflating Navalnyatina*, Chubaysyatina, Yavlinsky again, because they have nothing else. There will be their Yeltsins again, their bulk*, their swans. You are again preparing the worst option that was in the 90s - instead of a full-fledged dialogue, discussion of problems, their solution, generalization of unique experience, support of talented people.
What's in the Soviet era? After all, the greatest achievement of Leninist-Stalinist modernization is not only the best tanks, airplanes, "katyusha", but above all people. This is a brilliant generation. Look at their faces at the Victory Parade. These are great inventors - Korolev, Keldysh, Kurchatov. This is Gagarin. These are great football players, Olympic champions, heroes-winners. We entered the competition for the first time and became the best. These are the best writers, the best directors - and Bondarchuk, and Bondarev, and Rasputin. Great galaxy. Why are you spitting in this well, we need spring water for life! And again we're fussing about Solzhenitsyn or someone else. We have a great generation, we need to learn from its example. It was able to build a new life.
And now there is a process of degradation due to the "bolonka" and the USE. There's no way we can get rid of them. Although there are also the President's attitudes, and it is already clear to everyone that without a Russian-Soviet school, without the best experience - and we have a unique experience - we cannot survive. We recreated this experience in national enterprises, returned it. In many schools, children study Stalin's primer and Kiselev's mathematics.
But what confuses me the most is the lack of coordination at this difficult time. In war conditions, it is always necessary to centralize power. Putin gathered this power last time, the entire financial and economic bloc. We sat and talked. Nabiullina comes out, again dropped the rate by half a percent and says: the space for decline is narrowing. What does "naghers" mean? Yes, we have a failure in whole industries. It's only at the cemetery all at the same time, and there is zero inflation. What, someone had to finish off the economy? So tomorrow the people will ask for it in the elections.
I spoke from the rostrum and gave an example of how our country approached February 1917. I told them everything in detail. And explained why this happened. Six leaders of the Duma factions, the so-called "progressive bloc", came to Nicholas the Second in mid-December. And they told him almost literally: sovereign, the empire is disintegrating, the army is deserting, a million people with rifles have left the front, the industry is agonizing, transport is falling apart - it is urgently necessary to form an capable government, otherwise we will collapse! The king agreed, and three days later he refused. Absolutely weak-willed!
I looked at the newspapers of that time, including the "yellow" ones. From January 1 to February 20, 1917, there was not a single word in any newspaper that there would be a revolution.
The revolution began with a revolt of hungry women on Nevsky Prospekt, who lacked a loaf of bread. They broke into the factories and said to the men: what are you dragging, we are starving! And the city rebelled. The police gave the order to shoot. But the time has come when shooting no longer works. The Dumamen came running to the police chief, and he told them: "I won't fight with women, everything is rotten." After that, the king went to the pond. At the Dno station, he gathered 12 of his highest generals, and they told him: renounce the throne, you can't cope. And everything fell apart, it went. The provisional bourgeois government finally ruined everything. Everything fell apart.
Today it is necessary to read Lenin, especially his work "Imperialism as the highest stage of capitalism", as well as "The impending catastrophe and how to fight it". Then Lenin proposed to solve the issue of land and peace, as well as the issue of food supply. He proposed to take the enterprise under the working control, when the bourgeois inflated the prices of shells by 5-6 times and did nothing to win.
You'll see what's happening now. Many people were transplanted in the Rostov region. It's the same in the Krasnodar Territory now. And instead of correcting the governors in the Lipetsk region and Altai, they are doing nothing again.
We need to take measures. The question is: urgent measures are needed. Ask any manager, and he will say: the acceptable key rate is a maximum of 6-7-8%, and 24% is an anomaly. Why is this rate normal everywhere - both in China and in Europe? And why is it only here that it has already suffocated almost the entire production? Everyone is talking only about Nabiullina, but I asked the Government a question: who inflates tariffs for housing and communal services? You've blown them up yourself! Since February 1, they have grown again. And from October, when the elections are held, they will grow again. And ordinary people are suffering.
Here's a letter from a pensioner. She has a pension of 17 thousand rubles. They brought payments - 5 thousand for a warm battery and 5 thousand for water. And she has 7 thousand left for everything else. How to survive, eat, take pills? She says: what are they doing? I also gave an example about the teacher. Her pension is 22 thousand. She worked at school for 40 years. And they brought her a fat for 12 thousand. She says: "I don't have enough for bread or medicine. What are you doing to me?"
And these are not one or two examples. Half of the country lives on 25-30 thousand a month. And the oligarchs are fat. When the war started, there were 101 billionaires in the country, and now there are 155. And they don't want to pay taxes or bring the Victory closer. They're sitting, their tails are clenched and waiting for something to finally be resolved there. Nothing will be solved!
We need to put potentials and win. Lenin and Stalin showed how to do it. This was shown by Xi Jinping in China, and at one time by Roosevelt in America. And de Gaulle in France. But they don't want to learn, don't want to study history and don't want to have a full-fledged dialogue. We need to take emergency measures not only to beat the nabat now.
- Gennady Andreevich, here we are talking about learning from brothers behind the Great Wall of China... But did the intonation sound that they understand and enable the Communist Party of the Russian Federation to work in the spheres of the communist movement in China, study its experience, share, so to speak, their prospects? How do they feel about the fact that the CPRF has a certain merit and role in the development of relations with the East, with African countries, with Latin America? How do they feel about the fact that the CPRF is holding the third forum, which gathers up to a hundred representatives from a hundred countries? And here is the clarification of our general estimates. This is also, so to speak, work to ensure our sovereignty, our independence, and our upcoming Victory. How do they react to it? Or are they silent?
- No, Valentin Vasilyevich, no. We have to give credit - everyone reacts very well. I flew with presidents Putin and Medvedev to Beijing, Shanghai, the World Economic Exhibition, and Hanoi. Everyone treats our initiatives with respect. Moreover, they actively supported our proposals for Cuba, Venezuela, Nicaragua, and the turn towards Africa and Latin America.
In this respect, Lavrov's merits as Minister of Foreign Affairs are also huge. Moreover, our team and I have worked in the Council of Europe for many years. We have a good school in this respect. Melnikov is the only Duma deputy who headed the Committee on Science and High Technology in the Council of Europe.
At one time, I wrote the book "Globalization and the fate of mankind. Three scenarios of world politics in the 21st century," where he emphasized that we need a balance of interests. If the USSR had been preserved, it would have been a real guarantor of peace all over the planet. Under the influence of the USSR, Western capital would also try to look more humane and kinder. It's obvious to everyone. The balance of interests could be realized in a strategy when states would jointly build new stations in outer space. When there would be an opportunity to get new medicines, new plants, materials. All this could move science forward dramatically and make it possible to feed the whole planet, have good housing, ensure a lasting peace. Such a program was then built, but the treacherous destruction of the USSR instilled aggressive confidence in America.
The second scenario is a planetary dictator. That's what the USA tried. They got torn. Now we'll see what happens. They just went crazy.
And the third is war and chaos. We are increasingly mired in military conflicts and chaos. But in any serious war, the alliances of states win. Everyone knows that. At one time, Stalin managed to neutralize Japan and Turkey. We managed to negotiate and rally the country as much as possible, although the situation immediately after the Civil War was difficult. He agreed with the Cossacks, the priests, and even with Roosevelt and Churchill.
It was an amazing experience of Stalin's diplomacy and political will! To create nine thousand of the best factories in 10 years, the best machine park in the world, to grow the best personnel. After all, not only soldiers won on the battlefield. The victory was forged by workers, peasants, teachers, doctors, and engineers. This is the essence of the Great Victory.
Now only BRICS and the SCO can resist global chaos. The greatest international merit of Putin and Xi Jinping, as well as Modi, Lula, Ramafosa, is that they created a broad alliance. Now we need to resist more vigorously the aggression that Trump is trying to bring down on the planet.
In this regard, our party has done and is doing a lot. I went to China, Vietnam, and the DPRK. We established contacts, signed memoranda, conducted an internship for our asset. We are perfectly received there.
Recently, Afonin went to China, drove through all the scientific and technical centers there, got acquainted with the latest industry. Where there was a fishing village not long ago, there are now powerful factories for the production of robots. 80% of all robots in the world are manufactured there! Novikov spoke at all leading universities and attended the famous parade in Beijing. Tsarikhin took there a group of 20 people who had completed an internship. Drobot has just returned from China. 23 young, talented leaders were trained in the Pudong zone. After my meeting with Xi Jinping, I was offered to speak there, and I spoke when all the world's firms arrived there - 800 new enterprises provided with the most modern technologies.
We work closely with the DPRK. Look how they fought bravely and with dignity, liberating our Kursk region from the fascists. Now Volodin and Defense Minister Belousov have opened a majestic monument to the guys who fought the Nazis.
When I was flying to Hanoi with Putin, I told him: "Look, the ministers will greet you now. Seventeen out of twenty speak Russian." The management expressed doubts to me: it is unlikely that many people will come to us. And I objected: they will go. And we came. They signed an appeal against war, fascism and Bandera.
And on the Birthday of the Pioneer, in mid-May, we will see a red-tie replenishment on Red Square: five thousand young heirs of Soviet traditions will be accepted as pioneers.

I want to add: the shelves in all our libraries are moaning from the fact that the beautiful works of all these great scientists of ours, production workers, and heroes have been published. Here is an experience that literally asks as if on today's agenda. Why are they so deaf, what are they afraid of? By the way, we remember, Lenin wrote an article specifically about cooperation, where he said: I derive from the capitalist experience a very valuable factor for us, it is collectivization of shop, agricultural and so on. And communes, collective farms, and enterprises began to appear. But this is just normal, it is the previous system that develops some valuable experiences that must be adopted. And here they don't want to see either the collective farm, the Lenin state farm, the enterprise in Mari El, or the Irkutsk large pig breeding base.

Published a whole series of albums. I took them to all the offices and laid them out. And he said: come, see, learn. We don't ask you for money. You will study, see. And what is necessary and useful - take it into service.
The meaning of progress in any country, in any people, is primarily to deeply study the experience of predecessors. Take all the best and weed out what prevents you from moving forward. This is the essence of progress. Without it, we will return to the age of monkeys again. We have an amazing story in this regard. I say: you scold the footage, and you look at the "Table of Ranks" of Peter the Great, where the military were in the first place, who were supposed to protect and save the country. And now in the first place are the courtiers, who do not even want to hear the moan that stands all over the country. We send them materials - and they get stuck at the grassroots level. This is absolutely not normal.
On the other hand, our elite, or the wealthy class, has a big vice. They didn't outlive it. After the bourgeois-landed system downhalled the Russian Empire, it was necessary to draw conclusions. They blew through the Crimean War, where the enemy already had a rifled weapon, and we didn't have it. They blow the Russian-Japanese war - they lost the Kuril Islands and half of Sakhalin. In 1861, serfdom was finally abolished. But it took a long time to cancel it. The landlords treated the peasants as things, as animals. In Stolypin's time, every second person here could not write and read. Universal primary education, which tsarism did not accept for a long time, was introduced in 1916, when it was already late, given the sad experience of the First World War.
Where did Lenin start? He realized that an illiterate person is beyond politics, and that free education should be given to everyone. I made everyone study. His wife Nadezhda Konstantinovna actively promoted all this. The whole country studied, was educated, confidently moved forward. People were raised to an unattainable height, with such respect.
And now someone repeats the mistakes of their predecessors. I look at them. They need half the education than they should. And they dried up science altogether, although you can't defeat anyone without science. In fact, they allocate pennies for the health of the nation that is dying out. The country used to spend 10-15% on food security. And now we haven't even reached one and a half...

Here's a true friendship for you, a real brotherhood. That's culture, that's all that unites our people and makes them a winner. The films were made, the experience was summarized.
But we give these films on television - no, not in the format. And the reason is one - oligarchic comprador capital is not capable of patriotic understanding and such decisions. I may be harsh, but I see that 150 oligarchs have $700 billion in their hands. It's more than a budget! Think about it, 150 people have more money than 150 million people in the country. Well, then pay normal taxes, invest in the economy. But no, no and again no!.. The entire government headed by Kasyanov** handed over military secrets. So at least dissociate yourself from this treacherous, thieving and creepy audience!
But, on the other hand, you know, the people, deputies, managers, production workers still have a turn in this direction. And it needs to be fixed. I believe that the President formulated an absolutely precise and large-scale task in his Address - in terms of development, technologies, and priorities. But to implement such a task, it is necessary to select more effective performers and not be afraid of those who fight bravely on the battlefield.
I really hope for these guys. We've had them at the Plenum, and they always pass by the convoys. They are sincere, courageous, brave, worthy. They should be actively promoted to all spheres of power. And I'm sure they won't allow the country to be betrayed, as in the 90s, when they couldn't stop Gorbachev, Yeltsin and all this bunch that lined up under the American flag and strangled the country, selling it for pennies. Now is a different time, but we need to educate, unite, unite more vigorously.
Without a left-hand drive, without socialism, justice and friendship of peoples it will be impossible to cope. This is the property of the whole country. I hope that during the elections in September to the Duma it will be fully manifested. Ours can't lose a single minute, not a single hour, not a single day. We are grateful to you for covering and preparing all the materials perfectly. But the main task now is to push these ideas down to the farthest office, to the farthest team, to every family and every leader.
Everyone has two choices. If you like poverty and extinction, vote for the power of capital. But remember that capital will inevitably generate war and violence. And if you don't like it, then for justice and friendship, for our team.
By the way, the report of 70 names lists those who already know how to lead regions, republics, head institutions and labor collectives, who promote scientific and technological progress, enjoy great authority in the international arena.
