On Wednesday, July 15, the All-Russian Party Meeting of the Communist Party of the Russian Federation was held. The event was held online. It was attended by representatives of party organizations from all over the country, headed by the first secretaries of regional committees.

Our party and patriotic forces are holding an open party meeting today with the participation of all allies and friends from the Far East to Kaliningrad. Almost 50 thousand of our activists participate in this meeting, all candidates who go to the local and Duma elections. I want to thank you for your very active work. In fact, we have completed the preparation for full registration: on Friday, our party will receive all the necessary documents from the Central Election Commission. But we must understand perfectly well that for the first time the elections to the State Duma and local authorities are held in the conditions of the cruelest war that the NATO and Anglo-Saxons declared to the entire Russian world, a great civilization that three times saved the praised Europe from the raids of Baty, Napoleon and Hitler. The new collective Hitler recently gathered in Paris and under NATO flags and Nazi slogans demonstrated his aggressive, absolutely Russophobic and anti-Soviet policy.
The preparation and conduct of elections is an extremely responsible matter, so our meeting is primarily a report on the work on the ground, in labor collectives and in the regions. We have something to account for, we have something to present to society and there is something to put on the scales of history. For in modern history, only communists defeated the fascists, only the people's patriotic forces, having rallied, are able to win another victory, without which no one person, wherever he lives, will have neither a happy family nor a happy future of children and grandchildren. We understand this more acutely than others, because during the Great Patriotic War every second communist folded his head, protecting the world from the fascist scab, from the terrible invasion that hit the Great Soviet Motherland. I would like to remind you of this so that we believe: we can not only fight, but also win.
You and I did everything to save the country from a new civil war twice in the 90s, when the country was betrayed, when the Soviet government was shot. We coped with this historical mission. After the default, when all financial resources were collapsed, everything possible was stolen, we managed to form the government of Primakov, Maslyukov, Gerashchenko - the government of national interests - and pull the country away from the edge of the abyss. After Putin came to power, we managed to build a policy that supported his efforts to combat terrorism, strengthen statehood, create the vertical that is connected with the regions today and provides us with success and victories on the front line.
But today it is necessary to triple efforts in order to win this historic victory. I never get tired of reminding you: today the war has become protracted. In a protracted war, cohesion wins, modern technology wins, industrial power and total potential wins. If we take NATO, Americans and Europeans - those who fight against us - their potential is higher than ours. Therefore, we will inevitably have to turn to the great Soviet experience. The experience of Lenin, who made the Red Army from scratch, defeated the whole Entente and restored our statehood in the new form of the USSR. We will have to turn to the unique experience of Leninist-Stalinist modernization, which allowed us to build 9 thousand of the best enterprises in 10 years, create the best science and education, the best engineering personnel, an industrial park - and defeat the fascists, raise a red banner over Berlin.
Unfortunately, the ruling party does not want to study this experience. And this, in my opinion, is their strategic mistake. They keep pointing their fingers into our practice and do not want to learn either from the great Soviet experience, or on the example of the Communist Party of China, or on the example of those countries that vigorously resist this abomination and malice. I would like to show once again what stages we have passed so that you believe in the possibility of success and victory. If we take our last practice, the program in question now has been prepared by us for more than 10 years. Next to us is Klychkov, the governor of my native Oryol region, one of the leaders of our party. We held three major international forums on the new economic policy in the Oryol region. The best specialists made reports there. There, Academician Kashin first outlined our amazing experience of creating national enterprises. It is no coincidence that the Orlov region became a pioneer in the country and received 6 tons of bread for each person - this is a world record. It is no coincidence that Zyuganovka wheat grew there, which gave 185 centners per hectare - this is the best harvest in the world. And this year we get a record harvest of a number of cereals. This testifies to the experience that could be moved throughout the country. Unfortunately, he is slitching because the ruling party is not curious.
Our Belarusian friends, Brest region, taking an example from Oryol region, already this year on 530 hectares receives a harvest of 100 centners. Lukashenko is also delighted with the governor of the Brest region, who recently called and thanked us. We showed an example on the basis of Novosibirsk, where Lokot has been forming a high-quality city policy for 10 years, where the subway has become profitable, where they did not give up communal service for sale, where they managed to recreate the best traditions of Akademgorodok, where Academician Koptyug, a member of our political leadership, laid brilliant foundations, and they continue to be implemented.
We have a unique experience in Khakassia. For five years they strangled Konovalov, postponed the elections, cheated, sent black political technologists, showed thousands of dirty, hideous stories - they failed. Konovalov is showing results now. Here's the evidence that those who dealt with dirt are just scoundres. Even "Kommersant" admitted that Khakassia was among the leaders of sustainable development of Siberia in all major indicators. The same "Vedomosti", which at one time covered me with them during the elections, posted a report about Konovalov "Russia does not end in Moscow".
We have a very bright, interesting experience in the Ulyanovsk region, where we have advanced in many respects. The industry has given better results - four times higher than those who are now in the regions. We have something to present to society, we have something to go to the voters with.
If we take our national enterprises, they are the best today. The best schools at Grudinin, the best gardens near Grudinin, the best parks near Grudinin, the best sports complex near Grudinin. I recently showed it to business people - they are delighted. But I don't understand why the ruling party doesn't want to go there, inspect and replicate this amazing experience.
We have a wonderful farm of Kazankov. We have just held a festival of folk ensembles in Tatarstan. 20 thousand people came from 78 subjects. The best music and dance groups, folk spirit. Minnikhanov, the head of the largest republic, flew in, opened the festival and took part in it, awarded our fighters and our party members. He says: "For me, the main thing is that a person loves the Motherland, fights for it, so that he does everything for victory." But I'm surprised why others don't want it? They don't want to have full-fledged discussions and dialogue.
Kolomeitsev held 30 round tables on all major problems and issues. Kashin spoke to all the heads of the main divisions, telling, showing, persuading. I was absolutely sure that our ideas would be hooked. Once again, I want to show the path we have taken in the process of forming the program. It is the only one today - an alternative to the liberal-oligarchic course, which has completely bankrupt. There is not a single indicator to be proud of. Suddenly I hear: at the meeting, the president gives instructions to prepare a program to support small and medium-sized businesses by October 1. Yes, we're already hoarse when we talk about it! We held five hearings. We made suggestions on how to support them. We insisted, said: you can't lower the bar to 20 million, otherwise they will fall. 70 thousand have already fallen. Take our example, support! What are you doing?!
The situation is the same with gasoline. Recently, a TV group of Channel One was sent to Orel. We drove by gas stations - we didn't see more than three or five cars. The governor proposed a reasonable scheme. In conditions when there is a failure - and there are failures, there is a war, it's all clear - you can make a reasonable decision: to establish a norm, to introduce a regulatory process. Cars with even numbers are refueled on even days, with odd numbers - on odd days. And send your controllers to the gas station. Lenin sent Furmanov even to Chapaev - and he did absolutely right. And to fight with resellers: in such conditions, they are not resellers, but marauders. And everything would get back to normal. But only 15 regions have adopted this practice. At a meeting with the Duma leadership and the leader of the faction, I said: let's summarize the experience. No, it's not interesting, it's not necessary.
Nikonov got out and began to criticize me for bringing this topic to the discussion in vain. Immediately, two hours later, the president analyzed the situation in all regions at the meeting. But I'll answer Nikonov: when you spoke about Stalin, you demonstrated that you don't know history well. Korneychuk wrote "Front" in August 42, when there were fierce battles. The military leadership was criticized there, which did not draw conclusions from the first days of the war and did not learn to fight in new conditions. And when Tymoshenko and the marshals demanded to remove the play and punish Korneychuk, Stalin publicly replied: "Korneychuk is right, we must learn to fight, we must draw conclusions, otherwise we will not win."
So we all need to draw conclusions now. It is necessary to support the efforts made by the Supreme Commander-in-Chief. We have already sent 165 convoys to the front. We will send another one on the 20th. We will send everything that is required. Our guys fight bravely. We do everything to win.
So, we did everything in 8 months to carefully consider our program at the plenary session back in November and summarize everything we have created in 10 years. My political report was made, Academician Kashin made a report on our program and on key areas. I sent it to all governors and leaders. Everything was detailed there. Then we released another rich material in a huge circulation, which answers questions about what we offer, based on the experience of the deputy vertical and national enterprises. All party leaders, heads of national enterprises spoke. The circulation was 5 million copies. Then, together with Chikin, we released the material in "Soviet Russia".
After the meeting with the president, we proposed to study and hold a debate on all the problems we voiced. I thought United Russia would respond. They refused. Then we published the program in all details with a ten million circulation, with updates. We did everything to hold the World Anti-Fascist Forum in May. 165 delegations from almost a hundred countries of the world supported our appeal. The President sent congratulations. He was joined by Volodin, Matvienko, Mishustin. Lukashenko not only blessed, but also said that he was ready to work together. And what do you think? There was a Duma in Lipetsk, which together with the governor decided to refuse to support the decisions of the forum. I turned to "United Russia": are they together with the Bandera people? No reaction. It's just outrageous and amazing.
We approved, deployed, and justified our proposals at the congress. The material went to all regions. "Soviet Russia" continued this unique experience. We celebrated 100 years of the amazing people's newspaper, which was created on the initiative of Mikhail Alexandrovich Sholokhov, when he saw that Russophobia and anti-Sovietism began to ooze from some party offices, saw the fifth column, which poured dirt on everything Russian and Soviet, which climbed into international institutions instead of plowing on the ground and supporting fellow citizens. This newspaper has been fighting with us for all the best since the first day. In the 90s, she published what others were afraid to even discuss. It is still a flagship today. I thank our big team - both Afonin and Novikov, everyone who promotes our ideas.
You and I have done a great creative work, which has become a common property. But today everyone is required to get a full return. The leadership is present here, everyone else is on the front line. Melnikov in the Duma coordinates the work of the deputy vertical, understanding that now it should work very effectively. Kalashnikov in the Volga region together with Ostanina work at the regional level. Kolomeytsev together with Bessonov in the south summarize the experience, working in emergency conditions. Together with General Fomenko, they help our soldiers, they do everything to strengthen their positions. Konovalov together with Afonin are ready to present and present the experience and our organizational practice.
I believe that today the whole party should work, and everyone should set a personal example. I saw how they promote our main ideas. Many branches have websites, they can distribute reposts. I'm amazed why they don't want to study. We have a whole group doing this. Bondarenko - learn from him how he implements these tasks, promotes our program. It is necessary not only to point with a finger who can, it is necessary to scale and spread this experience. Work on the ground, work in the masses, work at all levels today becomes exceptional. Everyone should have a personal program. Everyone must create a list of 50-100 people that he is able to bring to the elections.
Find out the simple truth. Today it is clear to everyone: it is impossible to consolidate victory within the framework of the existing liberal-oligarchic system. Everyone can see it. If drones are already shelling half the country, if they hit any object - when I am told "they will not break through", I declare as a military man: they will punch what you want, especially if we continue to behave like this. A clear example: Israel has created its "Golden Dome" its defense for 30 years. Invested billions, hundreds of billions. America, a predatory power, has invested even more. I have made dozens of my bases around the world. But at the beginning of the war with Iran, everyone got it. In Israel, some people spent two months in the basement. If we are going to win, we need potential, we need political will, we need to paralyze the enemy. And in this case, we have the right to any answer.
Yesterday I watched the parade, it would seem, in memory of the Bastille in Paris. He passed under Nazi flags, under calls to dictate conditions to us. Will these heirs of Hitler and all other rapists of Europe dictate their conditions to us? Yes, our ancestors will turn over in the coffins. After all, it's impossible to look at Starmer, Macron, Mertz without longing. These politicians will leave like dirty snow in the coming months. But the question is different. Apparently, European and American capital realized: if it does not seize the Strait of Hormuz and does not rake all the money that comes from oil, if it does not dictate its will to other countries, it will be bad for him. After all, if you look at Trump's strategy, it is generally purely imperial, militant, absolutely immoral from all points of view. He aimed even at such an example of morality and dignity as Cuba, took a whole nation into a blockade. We have just celebrated the centenary of Fidel Castro, organized an exhibition in his honor in the State Duma. Our team did a brilliant job with its preparation. All politicians came to bow to the leader of the Cuban revolution.
We now need to rise to everything within the framework of the BRICS and the SCO, knowing perfectly well that Trump's strategy is directed against the Communist Party of China, Russia and Iran. They have been waging war against Russia for the fifth year, the war has been unleashed against Iran again - and there is no end in sight. In these conditions, let's unite, let's unite, let's paralyze the Nazi-Bandera regime at an early stage, which is more and more, like shagreen skin, like cancerous scabs, creeping around the world. It's not just a matter of liberation of Ukraine or just victory. It becomes a matter of our survival. Because 600 million people live in Europe - they will soon have nothing to eat, there are no resources. And one way out is to take Russia's reserves and pocket them. I think neither our children, nor our grandchildren, nor any party will agree with this. We need to take measures.
But I would like to appeal to the presidential administration. The President said three times after our meeting: the choice should be extremely honest, extremely open, extremely competitive. We are ready for it. But wherever you poke, there is no reaction. In Omsk, it seemed to me, everything was fine, the governor came with experience in Donbass. Smolin is the best deputy in the State Duma. No one knows neither science nor education better than him. Melnikov, Smolin, Ostanina, Savitskaya prepared the best education programs. This work was headed by our Nobel laureate Alferov, who left us an outstanding will. At the same time, Omsk is beginning to block opportunities for such a deputy. If so, why is this governor sitting there? Young guys posted a post two years ago - and two years later they are trying to remove them for it.
The same in the Leningrad region. Regional leadership - do you really have nothing to do? Open the latest summary - birth rate in your region. For the first time in history, the birth rate per woman was less than one child on our territory. Do you understand what it is? Then discuss these problems with us. We are ready for dialogue. And you continue to remove those you don't like from the elections. This issue is very important for us.
As for Altai, I appeal once again to the leaders of the security forces. Meetings were held with the president, Medvedev, and the head of the faction. The deputies have officially sent you an appeal. We didn't get a full answer to it. I invited Altai deputies and their assistants to the Duma. You are chasing them absolutely under a far-fetched pretext. I instructed one of the best lawyers Sinelshchikov to analyze this issue, consider, send the material to the relevant authorities. We didn't hear the answer. It's not normal. The President demands cohesion, unification. And you pursue talented, conscientious people because you don't like their popularity. What is the meaning of your choices? And this is on the Altai fertile land. There is a similar picture in Lipetsk. Klychkov sits next to me - he has been plowing in his native Orlov region for 8 years, doubled, tripled the budget, achieved brilliant results, mastering all the main programs. Instead of supporting, spreading his experience, the assistant was arrested. He has been sitting for nothing for a year and a half, testimony is being pulled out of him, just like from the communists in Altai.
I turn on "Zvezda" the day before yesterday - again I am shown the NKVD, which allegedly knocks out the necessary results from those arrested in the 37th year. Do you really have nothing to show? We have already choked on your "Mummy". Today the country faces a completely different task: to gather, unite, rally, win, get on a new course. The main meaning of the president's message is the world pace, high technology, a cohesive society and victory - one for all.
Let's unince the Mausoleum. Let's return Stalingrad to its proud name. Let's return the monument to Dzerzhinsky. Let's hold normal elections without three-day and distances. Then there will be trust, then there will be confidence, then there will be cohesion, then there will be victory - there will inevitably be victory. We insist on it, we are ready for it. We have experience for this. Great victories are behind us. We are behind the hardworking, talented, brave people. We have an amazing thousand-year history behind us. We have something to lean on and in the name of something to fight and win.
Therefore, I call on everyone to maximum cohesion, mobilization and implementation of our Victory program. Everyone has two choices. Not three, not five, not eleven - it's all made up. Now they will pull out a party of pensioners, so-called patriots, unknown communists, they will also provide two satellites next to United Russia. No one needs it today, it's uninteresting and extremely dangerous. There are two choices: like - "United Russia", if you don't like - the people's patriotic forces and the CPRF. We are ready to sit down at the table and discuss every problem. In each direction, we have concrete results, concrete successes, there are specific programs. We are ready to listen to all your useful undertakings, ready to support them. But we demand a full-fledged dialogue, fair and decent elections. The country is ripe for this, and the front just demands. Because in the conditions of war, cohesion and victory will be the main result of any elections and any policy.

He stressed that the 2nd stage of the XIX Party Congress was harmoniously organized and energetic. Yu.V. Afonin said that other parliamentary parties are also conducting pre-election work, but the main opponent is still the ruling party. "Except for United Russia, which included ministers and more than 60 governors in its lists, all other parliamentary parties, even taken together, have not reached the level of a systematic, powerful, strong team that we have," Yuri Vyacheslavovich said. He noted that the huge creative experience of communist governors was reflected in the party list of candidates nominated in the State Duma elections. Yuri Afonin listed by name all the candidates nominated by the Communist Party for the position of regional heads, and also named well-known surnames that are included in the federal list and in the list of candidates in single-member constituencies. Yu.V. Afonin stated that the communists are entering the election campaign under the harshest administrative pressure. "There is pressure on our asset, and for completely far-fetched reasons. Governor of Khakassia V.O. Konovalov agreed with Yu.V. Afonin. He said that the Communist Party of the Russian Federation carries with it a huge experience - Soviet experience, the experience of socialist countries, the experience of red governors and the experience of modern national enterprises. Valentin Olegovich said that he seeks to implement the provisions of the CPRF's Victory program in Khakassia, but the capabilities of the executive branch are severely limited by the current federal legislation. Nevertheless, the region maintains tariffs in the field of housing and communal services at one of the lowest levels, there are some of the lowest tax rates for small and medium-sized businesses, and construction is actively developing, which beats Soviet records for housing commissioning. Vyacheslav Olegovich also focused on certain provisions of the CPRF Victory Program, which provide for changes in the tax and budget systems in order to create conditions for development not only in the federal center, but also in the regions. "It is necessary to change the budget system in order to distribute resources between regions more fairly," the communist governor said. - Budget policy should contribute to the uniform development of the country, all territories, villages and cities. But today, unfortunately, the regions are far from in ideal conditions." V.O. At the end of his speech, Konovalov said: "Our task is to take the majority in the State Duma so that we can implement the initiatives that are in the Victory Program!"
Deputy Chairman of the CPRF Central Committee D.G. Novikov noted that the election campaign is the height of the ideological and ideological-political struggle. And the most important thing in ideological and political battles is the struggle for meanings. "On-time and precisely formulated ideas lead parties, classes, peoples, nations through very difficult periods, great trials. "The land is for the peasants! Factories are for workers! Peace to the peoples!" - this Leninist formula of victory led the Bolshevik Party to success in October 1917. Stalin's "Our cause is right, the victory will be ours!" led the Soviet people through the entire Great Patriotic War, and then poured medals for the victory over Germany with the words "Our cause is right, we won!", - Dmitry Georgievich reminded.
D.G. Novikov in his speech stressed that in the elections the communists need to mobilize all resources, knowledge, skills, talents, opportunities. He pointed out that opponents actively use false anti-Soviet myths in their political struggle to cover up their failures in the economy, public administration and military affairs.
Deputy Chairman of the CPRF Central Committee, Head of the Protest Operations Headquarters, Academician V.I. Kashin once again briefly outlined the essence of the Communist Party's program. He expressed his gratitude to all party organizations that are waging an unequal battle with the insatiable international oligarchy and fascism on a global scale. "We are a warring party, and that says it all! We are the heirs of the Great Victory. And whoever tries to take it away from us today - we will never allow it!", - said V.I. Kashin. He agreed with the position of the party leader G.A. Zyuganov is that the struggle is going on on all fronts, including with the fifth column.
V.I. Kashin in his speech reminded that after the devastating reforms of the 90s in 2005-2015, it would seem that there was a movement forward, but now in conditions of an extremely high key rate, a period of so-called "cooling of the economy" with near-zero and negative values has come. At the same time, the wealth of oligarchs is growing. "We are witnessing the destructive work of the financial and economic bloc," said V.I. Kashin. He also drew attention to the difficult current social situation: 70% of the population has incomes below the average wage, and 12% have an income generally below the minimum wage. Against this background, housing and communal services tariffs, food and fuel prices are growing. V.I. Kashin stressed that the CPRF cannot put up with this, and only the implementation of the provisions of the Victory Program can radically improve the situation in the economy and social sphere. He reminded that the basic proposal of the communists is the adoption of the development budget. "Our party stood and will stand for our Motherland until the Victory!" said V.I. Kashin, concluding his speech.
