'The USSR legally exists’, claim Putin advisor Kobyakov and former PM Stepashin

The other day, the most interesting statement was made from the mouth of the adviser to the President of the Russian Federation - "the USSR legally exists".
"According to him, experts believe this because the procedure of the so-called dissolution of the USSR was violated. If the Congress of People's Deputies, also known as the Congress of Soviets in 1922, was created by the USSR, then it was necessary to dissolve it by the decision of the Congress of these very deputies."
The chairman of the Russian Bar Association, former Prime Minister Sergei Stepashin, also picked up his theses almost immediately: "From a legal point of view, Kobyakov is right."
All this has generated a lot of hype in the media, and discussions among the public - are we really witnessing another unexpected change in the positions of our authorities?
I consider it my duty to remind the whole country that the State Duma, through the votes of the CPRF and all left-patriotic forces, has long decided to denounce the Bialyezh Agreements and confirm the strength of the results of the referendum on the preservation of the USSR!
In particular, the Resolution of the State Dum of the Federal Assembly of the Russian Federation dated 15.03.96 № 156-II GD, as well as № 157-II GD.
These decisions have been made and fixed, and since 1996 they have had full legal force.
All the following years, the communists have been consistently working to restore the destroyed ties between the peoples of the former Union republics - the Union of Communist Parties of the UPC-CPSU (https://skpkpss.ru/) was created, the CPRF did a lot to make an alliance between Russia and the Republic of Belarus possible.
In fact, the legal basis for the restoration of the USSR already exists - but the main issue is the actual policy, building economic ties, building political and ideological authority. Unfortunately, numerous omissions made by the ruling class of Russia during all the post-Soviet years do not give much reason for optimism. The West managed to turn the former Baltic republics into an outpost of anti-Sovietism and Russophobia, the initiative influencing Ukraine, missed 30 years ago, made the fascism of power and the SVO inevitable, the difficult situation with the Caucasian and Central Asian countries, Kazakhstan is switching from Cyrillic to Latin, etc.
All this once again convincingly shows what dangers our peoples were protected by the Soviet government and the socialist system. And, therefore, in order to restore order and good neighborliness, it is vital for us to return a fairer organization of life, national ownership of the means of production and a planned economy, which is what the communists offer to society.
