'Russia and China together defend equality in the world and the central role of the UN’: Novikov

On Victory Day on September 3, an impressive military parade took place in Tiananmen Square. The guests of Chinese President Xi Jinping at this event were Russian President Vladimir Putin, Chairman of the State Council of the DPRK Kim Jong-un, Belarusian leader Alexander Lukashenko, President of Brazil Lula da Silva, head of Cuba Miguel Mario Diaz-Canel Bermudez. The parade was attended by leaders of other states, including Kazakhstan, Uzbekistan, Tajikistan, Turkmenistan, Malaysia, Serbia, a number of other countries and international organizations.

The day before, a major international symposium dedicated to the 80th anniversary of the defeat of militaristic Japan and the end of the World Anti-Fascist War was held in Beijing. The forum was organized by a number of scientific centers in China. Representatives of twenty countries of the world took part in it, including Argentina, Brazil, Great Britain, Vietnam, Greece, Russia, the USA, South Korea, Japan.

The academic symposium opened with a plenary session. Among the first to be heard was the report of the Deputy Chairman of the Central Committee of the Communist Party of the Russian Federation D.G. Novikova. Within the framework of the forum, several breakout sessions were held. At one of them, Deputy Chairman of the Russian-Chinese Friendship Society S.F. Sanakoev.

Following the 80th anniversary of the defeat of fascism in Europe, we celebrate 80 years of victory over militaristic Japan and the end of World War II. I warmly congratulate you on this date on behalf of the Russian communists, the Central Committee of the Communist Party of the Russian Federation and its Chairman G.A. Zyuganova.

In April this year, the Communist Party of the Russian Federation held the II International Anti-Fascist Forum in Moscow. It was attended by 164 delegations from 91 countries of the world. The Appeal has been adopted: "The fight against fascism is a common, urgent task of progressive forces around the world". The document, in particular, notes: "Anti-Sovietism, anti-communism and Russophobia are growing in most Western countries. Sanctions pressure has been imposed against the peoples of Russia, China, Cuba, the DPRK, and Iran. The practice of military threats, political blackmail and terror is widely used... It is important for the peoples of the world to stop any attempts at Nazi revenge."

The current situation makes the experience of fighting fascism and reaction in the twentieth century more and more relevant. The higher the importance of today's conference.

By the 1930s, capitalism had entered a deep crisis. Socialist revolution in Russia led by V.I. Lenin and the creation of the USSR caused a huge rise of the proletarian and national liberation movement on the planet. In response, world capital brought fascist regimes to power in Italy, Germany, and other European countries. Japanese militarism became their ally.

In 1931, Japan began seizures in China. Two factors contributed to her success: the desire of the United States, Great Britain, France to confront Japan with the USSR and Chiang Kai-shek's desire to destroy the communist movement of China. The task of creating an anti-Japanese national front was undertaken by the CCP. Having entered into an alliance with the Kuomintang, the communists led by Mao Zedong fought a persistent struggle against the occupiers. In 1938, the number of units led by the Communist Party of China reached 180 thousand people, by the spring of 1945 - 900 thousand. This happened despite the course of the Chankaishists, who acted contrary to the agreements with the CPC.

The struggle of the Chinese people undermined Tokyo's plans. It was an important part of World War II. The Chinese people deserve great respect for remembering the atrocities of the occupiers and honoring the exploits of their heroes.

Western powers condemned aggression only in words and provided Japan with strategic materials. The USSR was China's ally. In August 1937, our countries concluded a non-aggression treaty. Deliveries of Soviet aircraft, weapons and ammunition began at prices much lower than world prices. The Soviet Union provided China with several large loans worth $250 million. Today it is equivalent to at least 6 billion.

By 1939, the number of military specialists of the USSR in China exceeded 3,500. Among them were future marshals Vasily Chuikov and Pavel Rybalko. In the same 1939, the government of the USSR awarded 422 Soviet military and technical specialists for helping China. 49 of them were awarded posthumously. Advisor from the United States in the army of Chiang Kai-shek Major General K.L. Chennolt noted: "Russian pilots were persistent and determined, distinguished by excellent physical shape."

The events at Lake Hasan and on the Khalkhin Gol River in 1938-1939 played a major role in the World Anti-Fascist War. The Japanese invaders were defeated by Soviet and Mongolian troops. In Tokyo, their appetites have moderated.

There is every reason to attribute the military events of 1937-1939 in Asia to World War II. The periodization adopted in Europe is not indisputable. In the speeches of the Chairman of the Central Committee of the Communist Party of the Russian Federation G.A. Zyuganov is proposed to consider the beginning of the world war not the attack of Germany on Poland in 1939, but the aggression of Japan against China.

Preparation for the tests has rallied our countries. Thousands of specialists from China were trained in Moscow, Leningrad, Kiev and other cities of the USSR. Among them are Wang Ming, Qin Banxian, Deng Xiaoping, Liu Shaoqi, Wu Langfu. Four marshals of the People's Republic of China also studied in the USSR: Zhu De, Liu Bocheng, Ne Rongzhen, Ye Jianying.

The Chinese people were supported by all parties of the Communist International. The resolution of the VII Congress of the Comintern in August 1935 noted that in order to plunder the workers and prevent the revolution, the imperialists were preparing a war with the aim of "attacking the USSR, enslaving and partitioning China". In 1937, Georgy Dimitrov called for launching a campaign to help the Chinese people in France, England and other countries, "so that it would not be so easy to give money to the Japanese military".

Fascism is a direct offspring of imperialism. Nations have no right to forget the monstrous crimes of the Nazis and militarists, wars, death camps and mass executions. More than 100 million people were killed and maimed. 27 million Soviet people died. One and a half million of them were children. There were 1,710 cities and 73 thousand villages of the USSR in the ruins. Every second Soviet communist died in the battle with Nazism.

Having put an end to the Hitler Reich, on August 9, 1945, the Red Army entered the war with Japan. Five days later, the USSR and China signed a treaty of friendship and alliance. Soviet troops advanced in coordination with the People's Liberation Forces under the leadership of the CPC. The capitulation of Japan was our common victory. On September 2, 1951, Mao Zedong wrote I.V. To Stalin: "The huge assistance of the Soviet Union to the Chinese people in the war against the Japanese invaders and the strong alliance of the USSR and the People's Republic of China... inspire the Chinese people in the fight against the forces of aggression in the Far East."

The complete liberation of China was hindered by the Kuomintang line. In 1946-1948, he signed almost two dozen stitled treaties with Washington. The complete victory was ensured by the CPC. The agrarian reform and other steps in the interests of workers contributed to the success.

On October 1, 1949, the People's Republic of China was proclaimed. The next day, the PRC recognized the Soviet Union. Since then, Beijing has been confidently defending the sovereignty of states freed from colonial dependence.

In February 1950, our countries signed the Treaty of Friendship, Alliance and Mutual Assistance. With the support of the USSR, China's industrial development began. Thousands of specialists were trained for different industries of the PRC. In 1955, an agreement was concluded to assist China in nuclear physics research.

In the declaration of October 12, 1954, the USSR and the People's Republic of China declared their readiness to jointly ensure security and peace throughout the world, to protect the principles of peaceful coexistence, sovereignty, territorial integrity. Our countries together fought back the world reaction led by the United States. China was an observer at the Council for Mutual Economic Assistance and welcomed the establishment of the Warsaw Pact Organization. The Union of the USSR and the PRC became the core of the struggle of the progressive forces of the planet for peace. Our countries supported the anti-colonial movement together.

The USSR insisted on the recognition of the PRC in the United Nations. Thus, in January 1950, the Soviet Union submitted a resolution to the UN not to recognize the powers of the Kuomintang delegation and transferring them to the PRC. Under pressure from the United States, the resolution was rejected. The absurd situation persisted until 1971.

In the UN, the West still justifies aggression, sanctions, color revolutions today. But most countries are for the central role of the UN in security and development issues. At the XX Congress of the CPC, Xi Jinping said: "China will resolutely protect the system of international relations, the core of which is the United Nations, protect the world order based on international law, defend the basic norms of international relations based on the purposes and principles of the UN Charter."

The world majority votes against the blockade of Cuba and against Israel's aggression in the Gaza Strip. In response, Washington blackmails the UN by terminating funding. Thus, the United States demands to close the case against the Israeli leadership in the International Criminal Court.

After World War II, the goal of the United States was world domination. The imperialists started the Cold War, created NATO, intervened in the Korean conflict, unleashed bloody wars in Indochina. Many fascists were in the service of Washington. It got to the point that the United States, in cooperation with former collaborators, declared war on the destruction of anti-Japanese resistance to the fighters. That's exactly how it was in the Philippines.

Washington still seeks to dominate the Asia-Pacific region today. Hegemonists are opposed by the will of the world majority. The importance of BRICS and SCO is increasing. Russia and China together defend equality in the world and the central role of the UN, oppose the falsification of history.

We need to speak honestly and directly: 80 years ago fascism was defeated by communist ideology. Today, humanity needs unifying ideas again. The ideals of social justice, equality of countries and peoples are fully consistent with the theory of socialism and the concept of community of the common destiny of mankind. More and more regions of the world are included in the implementation of this concept put forward by Xi Jinping. Among them are the countries of Africa, Central Asia, ASEAN, Latin America and the Caribbean. New horizons of harmonious interaction of civilizations have been opened.

On July 23, I had a chance to participate in the "Dialogue of Civilizations of the SCO countries" in Tianjin. Those who spoke during it represented parliaments, think tanks, the sphere of science, culture and education of different countries. Among the goals of the meeting are to deepen mutual understanding and trust, promote the global initiative of civilizations. This forum once again demonstrated the complete inconsistency of bourgeois theories of the "war of civilizations".

The destruction of the USSR is only a temporary defeat of socialism. Capitalism is no longer an engine, but a brake on the development of mankind. Productive forces have outgrown capitalist relations. Scientific and technological progress allows to provide a decent life for all people on Earth, but the number of hungry people in the world is only growing.

The forces of progress are the forces of socialism. It is impossible to stop the development process, and China is on the right side of history. Following the principle of "people in the spotlight", the CPC has overcome extreme poverty. This achievement is of global importance.

Today China is a leader in high technologies. He obeyed the space and the depths of the sea. China's successes in microelectronics, quantum physics, biotechnology are significant. China is ready to share its achievements with the whole world. This is served by "One Belt and One Road" and other Beijing initiatives.

The PRC stands for a just world where there will be no almighty North and poor South. On the side of China and its friends - the rightness of history.

Analyzing the results and significance of the great victories in May and September 1945, we can draw conclusions:

1. The victory over fascism was the victory of socialism and the communist movement.

2. In the twentieth century, capitalism completely degenerated and became purely reactionary. Only socialism guarantees progress to humanity.

3. To maintain power, large capital is able to unleash wars, support fascism and commit the most monstrous crimes.

4. To block the danger of fascism and other threats, it is necessary to unite democratic forces. In this regard, it is of great importance to strengthen the role of the UN, BRICS and the SCO.

5. A fair international order is not yet socialism, but it is an important prerequisite for the success of socialism. And a fair world order is possible only with the active participation of left-wing forces.
