The 20th Congress of the Chinese Communist Party is currently being held in Beijing. Russia and China are building the foundations of a new world order. I want this order to be democratic, fair, honest, peaceful, friendly, and the Chinese Communist Party, which is more than 100 years old, makes a huge contribution to this progressive cause.
In recent years, together with the Communist Party of China, we signed an agreement and then a memorandum, and we are successfully implementing it.
I would like to congratulate my Chinese comrades. The CPC Congress is organized, interesting, bright, and meaningful. Even our television began to show this unique event, which humanity should be proud of.
Nearly 2,300 delegates from the 100 million-member CCP gathered for this congress. They gathered to build the future not only of their country, but of the entire planet. They are based on the ideas of Marxism-Leninism, the theory of Deng Xiaoping and what Xi Jinping has managed to do over the past 10 years. He made a brilliant breakthrough into the future. Not only by developing the theory of Marxism-Leninism, but also by showing an example of how very specific issues are resolved.
Yesterday, at a meeting with faction leaders and the Chairman of the State Duma, I said: “Pay attention to China. Read it. Look. There's a lot to learn there."
Previously, China produced 7.5% of world production, now this figure is 18.5%.
In 10 years, China has lifted almost 850 million people out of total poverty. This is a feat for which a monument to the Chinese Communist Party should be erected in the court of history.
For 10 years, the Chinese Communist Party has provided a breakthrough in the latest technologies. This year alone they will carry out almost 50 rocket launches. Everything goes without a hitch. They are successfully exploring outer space.
Over 10 years, Putin and Xi Jinping met almost 40 times. In China they signed an agreement on close cooperation between our countries.
Xi Jinping unveiled a new theory of universal friendship for mankind. He actively promoted this brilliant idea at the UN. Then he performed at a big evening dedicated to the 200th anniversary of Karl Marx.
On Sunday I listened carefully to his two-hour talk. He outlined all the main ideas in detail.
Key ideas are scientific and technological progress, care for the people and security issues.
I believe that the ideas laid down by Putin and Xi Jinping should be considered in the State Duma during the budget discussion.
Unfortunately, the budget of Mishustin and Siluanov does not meet modern challenges.
We have prepared a development budget. Next Thursday our proposals will be published in the newspapers Pravda and Soviet Russia, and posted on our central website Kprf.ru. I will send these materials to the President and the Security Council, governors and legislators.
I believe that our development budget will make its way. Our 12 laws, which will ensure its filling, will definitely prevail.
I just had a meeting with the Minister of Internal Affairs. He made proposals on the need to increase wages for internal affairs employees. I agree with this. Because no one will provide you with security for a pittance.
We propose that the money we receive from the sale of natural resources be used for the development of our country. About 20 trillion rubles worth of our resources are sold annually, but we do not see more than 8 trillion of this money in the budget.
For several years, the money was put into a small jar, which was arrested by the Americans. This is approximately 350 billion dollars. This year another 264 billion dollars will be siphoned out of our country. Let's add up these numbers. It turns out that almost 600 billion dollars were stolen from the country under the leadership of Siluanov and his team.
And after that they still dare to shout that they have no money. There is money, but it ends up in other people’s pockets and serves the NATO war against us. This is an absolutely abnormal policy.
We will insist on the implementation of the Communist Party's program. Yesterday we learned from Lenin-Stalin modernization. The experience of the USSR remains the pinnacle of our statehood. In Soviet times, we were the smartest, strongest and most successful. For thirty years we have maintained rates of 14-15%.
Putin spoke in the Far East and proposed implementing four programs. Transsib and BAM development programs. Through this road, ensure the transportation of goods to the East. Northern Sea Route. Development of large and small aviation.
By combining our potential with China, we will be able to ensure our security and the Victory that we urgently need in the fight against Nazism and Bandera in order to protect the Russian world.
To implement this program, the cohesion of the entire society is necessary. To unite society, we need a new course, a new policy, a new ideology.
The ideology of our state has always been based on the following pillars. This is a strong, smart, conscientious executive branch. This is justice in a society where, first of all, women, children and the elderly are cared for. This is the high spirituality and culture for which our country has always been famous. As well as a general sense of collectivism and cohesion. Without this there are no victories!
