Where did Israel's accusations of genocide come from?

Yakov Malik (Ambassador of the USSR): ...Israel [practices] "racial genocide" against Arabs in the West Bank.

Response from Chaim Herzog (Ambassador of Israel): As for the accusation of "genocide" against Israel, the USSR ambassador apparently received his information from a stenographic report on the current debate of the Security Council... This [Israeli] delegation... will undoubtedly be able to inform Ambassador Malik about the true state of affairs in the West Bank.

Yakov Alexandrovich Malik was born in Ukraine in a peasant family. He studied at the Institute of Diplomatic and Consular Workers in Moscow. He was fluent in Japanese, English and French. Member of the CPSU (b) since 1938. In 1942-1945, he was Ambassador Extraordinary and Plenipotentiary of the USSR to Japan. He handed over a note on the declaration of war to the Japanese government. In 1952, he was First Deputy Minister of Foreign Affairs Vyshinsky. In 1953-1960 - Ambassador Extraordinary and Plenipotentiary of the USSR to Great Britain. In 1948-1952 and 1968-1976 - Permanent Representative of the USSR to the UN and Permanent Representative of the USSR to the UN Security Council. Staff diplomat with tremendous experience. Such people never say anything random.
