They could put a clause in the budget that all federal funds will be withheld from states who give immigrants social services. They could revoke all H1-B visas 90% of the immigration issue would vanish. Trump and the Republicans have the house and the senate there's nothing stopping them. It's a 2 for one millions of immigrants go home and the budget gets slashed by 100's of billions of dollars.
