- Good afternoon.
We are starting a new season. We are entering the final year of the 8th convocation of the State Duma. In my opinion, this is a very responsible and principled year. The last session ended quite recently, but a lot of changes have occurred during this time. Our life has acquired a new quality that has yet to be understood.
The main task in the upcoming Duma session is to maximize the victory of our fighters, who bravely and worthily fight against fascism, Nazism and Bandera. It is necessary to adopt a budget that will allow Russia to develop. By the way, the previous budget adopted by United Russia has long collapsed. There is a "hole" in it more than six trillion rubles. With the continuation of the old financial and economic policy, it is impossible to imagine a different outcome besides embarrassment and further destruction.
I am glad that yesterday the President finally gathered those who pursue this policy. And I asked them why they dropped from more than four percent of GDP, which were in the previous year, to one percent?
At the end of the last session, I proposed the Victory Program from the rostrum of the State Duma. The program implemented by our national enterprises. The program approved by our 19th Congress. And the program that we tested in a number of regions.
It seemed to me that "United Russia" would be happy to use the accumulated experience during the election campaign. After all, we have a unique experience. The Great Soviet Power showed how the country can be assembled peacefully and democratically. And to ensure the highest annual rate of development in the world in thirty years - about 14%.
We could take advantage of the unique experience of the Chinese Communist Party, which has had an average rate of 10% for the last 30 years.
President V.V. Putin was the main guest at the celebrations dedicated to the 80th anniversary of our common Victory over Japanese militarism and the end of World War II. He performed brilliantly in China. The SCO gathered there, where the potentials of those who oppose NATO and Anglo-Saxons today were put together. Vladimir Vladimirovich got acquainted with the achievements made by China, demonstrating them at the legendary parade. I was sitting next to Xi Jinping. What Stalin once laid down has now turned into a powerful modern civilized country under the Red Flag. Under the flag of Victory.
I carefully read this parade: Chinese comrades sent me the full version for 3.5 hours. I believe that Xi Jinping and his wife gave a worthy reception to the leaders of 26 countries who attended the parade.
The red banner of the Communist Party of China was brought to the opening of the parade. The national flag of China was introduced behind it. Xi Jinping emphasized at this legendary parade: "We came to outstanding results, first of all, thanks to Marxism-Leninism, socialism with Chinese characteristics, which was based on the unique experience of Mao Zedong and Deng Xiaoping."
The Soviet unique experience of socialist construction was multiplied by Chinese diligence and respect for ancestors.
Chinese comrades have mastered the most modern technologies. I watched as V.V. Putin carefully studied all the equipment that drove in front of the stand.
I want to remind everyone that the first 156 plants in China were built by the Soviet country by decree of Comrade Stalin. The day before, Mao Zedong came to the USSR to ask for help. The entire first generation of Chinese leaders spoke Russian brilliantly.
An agreement on friendship and cooperation has been signed between our parties.
I thank my deputy D.G. Novikov, who participated in these celebrations at the invitation of Chinese comrades, spoke at the forum against Nazism and fascism (held in Tianjin), attended the military parade in Beijing, he detailed our point of view in five leading universities, including the Academy of Social Sciences of China.
In China, my article was published, summarizing the experience of socialization of life with the offer of this program to President Putin, who himself three years ago noted that "capitalism has reached a dead end". And this dead end is evident now.
We will have to consider our program in detail during this session: its essence is set out in the materials of the XIX Congress. I advise you to study it carefully: it is in the five adopted resolutions of the Congress and in our parliamentary report. We presented the report in the State Duma and sent it to the deputies - it presents the point of view of the heads of all our committees.
I want to thank all my deputies and committee leaders. I.I. works effectively in the Duma. Melnikov, coordinating together with N.V. Kolomeitsev's work of the deputy vertical. Brilliant experience was demonstrated by V.I. Kashin, who not only spoke at all boards and meetings, but also offered a solution to problems related to the experience of national enterprises.
Convincingly demonstrated what can be done in the fight against unregulated migration and the extinction of the country N.A. Ostanina - a whole package of her proposals is now on the table of "United Russia".
L.I. Kalashnikov together with K.K. Taisaev was offered options for interaction with other countries within the CIS.
My deputies Yu.V. Afonin and D.G. Novikov did everything to politically ensure and highlight this in our press. We have more than a hundred newspapers together with local publications, and the same number of our websites and the "Red Line" channel - they all work brilliantly.

The fifth column is going crazy because the country is starting to get left, get smarter and take a step towards a new policy. They dragged through the law, according to which it is necessary to destroy local self-government bodies, councils. They push the USE almost into the vocational education system. They decided to hold elections, inflating their two crutches so that the policy of "United Russia" would continue to limp on both legs. In my opinion, it's a road to nowhere.
The victory we won in September 1945 together with the Chinese Communist Party, our allies and friends should be an important example for us today. When I saw that President Vladimir Putin, Chairman Xi Jinping with Kim Jong-un went to host the parade in Beijing, and they were accompanied by Alexander Lukashenko - this is exactly what curbs any aggression of NATO, Nazis and Bandera.
This will allow us to increase our joint political and economic, analytical and scientific and technical potential. We will force this fle, who has pounced on our country, to retreat and leave.
And I also advise everyone to watch the report dedicated to the 130th anniversary of the twice hero, Marshal of the USSR Alexander Mikhailovich Vasilevsky. We opened a photo exhibition on Gogolevsky Boulevard dedicated to him. His military operation to defeat the Kwantung Army in the summer of 1945 is studied in all academies of the world, as an example of brilliant interaction of all branches of the army. Having moved 1600 echelons (one and a half million troops) to the east in 3 months, we defeated a huge million-strong Japanese army in 20 days, overcoming the Bolshoy Khingan mountain range for this purpose. They took 650 thousand prisoners, who then worked on construction sites in the Soviet country for 10 years
This is a worthy example for our General Staff: to ensure a new victory, for which we work every day. During these two months, we have sent more than 200 motorcycles, dozens of cars and everything related to supporting our fighters in the trenches in humanitarian convoys.
We also do a lot to improve the health of children of Donbass - 22 thousand have already been admitted to our sanatorium, they have carried out the appropriate rehabilitation. Congratulations on the opening of the new season - we will carry out our Victory Program, socialization of life. And for this we are ready to promote both the development budget and the experience accumulated by our national enterprises.
