I want to draw your attention to the last speech in the press of the Chairman of the State Duma Volodin on the need to create a "living Constitution", to amend the basic law so that the role of the social state, parliamentary control and the responsibility of each minister are spelled out more clearly and rigidly. We will actively support this point of view, because the issue of nationalization of key strategic industries, issues related to social policy, free education and medical care, the issue of pension reform, and many other issues have been submitted to a national referendum more than once. But we were not allowed to hold a referendum. Apparently, the current Constitution does not guarantee such a right to the citizens of our state.
I believe that my first deputy, first deputy chairman of the State Duma Melnikov managed to clear a huge gagm formed as a result of unscrupulous lawmaking. Although yesterday it seemed that it was impossible, but a certain order was brought here.
The character of Kashin and Kharitonov allowed them to turn the Duma to the problems of the agrarian complex, for the first time a program of sustainable development of the village was adopted, for which 2.3 trillion rubles were allocated. But at the current rate of economic development, it will be impossible to implement it.
Svetlana Savitskaya (today we celebrate the 35th anniversary of her spacewalk) managed to return the MiG-31 interceptor fighter to the slipway. Now she persistently solves the problem of creating a MiG-41 super fighter. I want not only to congratulate her, but also to thank her for using her knowledge and talent in the name of real security of the country.
Deputies of our faction Alferov, Smolin and Pletneva did everything to bring us back to the problem of quality education. The law "Education for All" is on your desk, and we can take a serious step forward in this area. In particular, the problem of the digital economy requires a completely different scientific and educational approach.
Deputies of the CPRF faction Kalashnikov and Gavrilov are actively fighting to strengthen the Eurasian Union. In my opinion, the Union State of Russia and Belarus is a matter of our historical survival and defense of our traditional religion.
Deputies Tolstoy and Slutsky should be congratulated on the fact that for the first time in five years we broke through the sanctions imposed on us in the Parliamentary Assembly of the Council of Europe.
Deputies of the CPRF faction Kolomeitsev, Shurchanov, Sinelshchikov, Ganzya, Kurinny, Kazankov, Blotsky did everything to try to implement our 12 laws and the program "10 steps to a decent life". And I hope that this program will continue to be implemented.
But, in my opinion, we have not solved the main problem. This is a problem related to the implementation of the president's message about the need to reach the world rate of development, which is now above 3%. We continue to stomp on 0.5%, and this quarter is getting worse.
We have not solved the problem of combating poverty, and it is growing. As for the split in society, it is becoming more and more threatening.
My main conclusion is that over the past year we have not come close to solving the problems associated with overcoming the systemic crisis. Rather, it has worsened in almost all directions.

Nobel laureate, one of the greatest economists Joseph Stiglitz said: either we overcome the terrible pressure of money on politics, remove social inequality, or we will face a global catastrophe. Instead, the same people endlessly tadch the same thing, not allowing us to strengthen even our positions in brotherly Ukraine, where the people rejected the "poroshenko region".
Twenty New York bankers demanded that they be charged more taxes because social inequality, the destruction of the middle class threatens even a country like the United States of America. One of the biggest investors, Ray Dalila, said: we have come to a critical line, or we will agree, or it will be too late!
But I was most impressed by the banker Alan Schwartz. He said: if the masses are dissatisfied with the fact that the elite grabs too much, there are only two solutions - either we will redistribute wealth by law in favor of the whole society, or a revolution awaits us.

One of the most terrible is the technological threat. We buy 90% of machines and mechanisms abroad. We produce computing equipment for the amount of 4 dollars per person. We are sewing one suit for 70 men! In the first place in the economy we have the production of oil, gas, gold, diamonds, and as a result, half the country lives in poverty.
In terms of human potential, we rank 49th in the world. Why are we so low? Because we have too many beggars and low life expectancy.
Military threat. Previously, the established national security system was broken, and a new one has not been built. Huge funds are needed to implement the defense programs that Putin talked about. But their funding is curtailed. All honest military personnel will tell you about it.
As for the sanctions threat, we were besieged from all sides. And we must actively resist this.
Well, and the most terrible, in my opinion, oligarchic threat. The country has created an absolutely ugly, non-viable system. It should be changed smartly and competently, and I believe that Putin has a real opportunity to do so. But I don't know who fenced him off from regular meetings with faction leaders. He gathers governors, ministers, but they are all his subordinates. He can kick any of them out tomorrow within five minutes. Meetings with party leaders are, first of all, a slice of society's moods. But fifteen deputies write him an official letter in connection with the attempts of raider seizure of the Lenin state farm, and have not received any response for two months. Meanwhile, attempts at raider seizure are also being made in relation to other enterprises, in particular, in relation to the All-Russian Institute of Horticulture and Nursery, which has been headed by my deputy Vladimir Kashin for many years.
As for the situation in the Irkutsk region, Communist Governor Sergei Levchenko managed to bring the region to the top ten in terms of economic growth. I want to say that I have been engaged in construction all my life, I received my first order for it. 500 thousand people worked in Spetsstroy, which built the Baikonur Cosmodrome in two years. He's not here now. "Bratskgesstroy" employed 106 thousand people who could solve any problems. He's not here now. Instead of setting unrealistic deadlines, you will first decide where the wave that washed away the dams came from. But no one wants to understand it.
This problem should be solved at the national, state level. And to be solved in such a way that people are satisfied, and that tomorrow they will not be washed away again. And this requires technology, time, and huge resources. Belarus is ready to help us, Moscow and St. Petersburg are ready to help. This is how we joined forces and restored Ashgabat, Tashkent and other cities. But now the disaster has befallen a huge area and thousands of people. Therefore, let's make efforts to eliminate its consequences.
Next year marks the 75th anniversary of the Great Victory. In this regard, I propose to plant the Victory Garden, the Garden of Memory of 27 million trees, as a bow to all the fallen. We will also celebrate the 140th anniversary of the birth of I.V. Stalin and the 150th anniversary of the birth of V.I. Lenin.
