The seminar opened with the reports of Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to the Russian Federation Zhang Hanhui and Deputy Chairman of the CPRF Central Committee, First Deputy Chairman of the State Duma Committee of the Federal Assembly of the Russian Federation on International Affairs D.G. Novikova.

The participants were addressed with welcoming speeches by the Director of the Institute of China and Modern Asia of the Russian Academy of Sciences K.V. Babayev and Chairman of the Union of Chinese Entrepreneurs in Russia Zhou Liqu. The seminar was conducted by the Deputy Chairman of the Russian-Chinese Friendship Society S.F. Sanakoev. During the discussion of the stated topic, well-known Russian scientists and experts spoke.

Dear colleagues! Dear friends!

I greet everyone gathered today at the Embassy of the People's Republic of China to participate in the next seminar of the Russian Center for the Study and Research of Xi Jinping's Ideas on Socialism with Chinese specifics in the new era.

It is necessary to note the large-scale and meaningful work of the Center. In just three years of his work, he has achieved significant results in the most important area of Russian-Chinese expert cooperation.

A platform for a serious professional dialogue was created, trips of Russian specialists to China were organized, collections of scientific and analytical materials were published in Russian and Chinese. It is important that this activity is carried out with the direct support of the Embassy of the People's Republic of China and personally by Comrade Ambassador.

Today we have gathered to discuss topics that are of great importance for understanding the current priorities of Chinese policy and for the further development of Russian-Chinese cooperation. This is a great opportunity to understand more deeply those processes that will determine the future of our countries and the nature of their interaction for years to come.

Analyzing these processes, it is impossible not to mention one of the key dates of 2026: the 105th anniversary of the Communist Party of China. In July 1921, the CPC led the country's movement towards the creation of the People's Republic of China, and then to systemic socialist modernization, reforms and openness, the implementation of the first goal of the century: the victory over absolute poverty and the construction of a middle-income society.

Today, the Communist Party of China is confidently leading the PRC to complete socialist modernization by 2035 and to implement the second goal of the century: to build a great modern socialist country by 2049.

The results of this age-old path are certainly impressive. In recent decades, China has become the second largest economy in the world, and the five-year planning system, perceived by China from the Soviet experience, has allowed the PRC to consistently combine economic growth with the solution of major social problems.

The Soviet experience itself also showed the historical effectiveness of the planning system: it was the five-year plans that helped raise the economy of the USSR and create the industrial foundation that largely ensured the Victory in the Great Patriotic War. It is symbolic that today the State Duma works in the building of the former State Planning Agency.

It is especially important for us that in the historical narrative of China, the "Soviet chapter" is not limited to the system of five-year plans. In China, today they still remember 156 Soviet projects, which became an important part of the industrial framework of the new state, the Soviet pilots who heroically defended the sky of China from the Japanese invaders, and the friendship between our peoples, immortalized in the first line of the song "Moscow - Beijing" - "Russian with the Chinese - brothers forever".

Based on its achievements of previous years, today China stands at an important milestone of the transition from the 14th to the 15th five-year plan. In his report at the session of the National People's Congress, Prime Minister Li Qiang stressed that during the 14th five-year plan, all 20 main targets, 17 strategic objectives were achieved and 102 major projects were implemented.

Now China faces the task of bringing the country's development to a qualitatively new level. That is why the main topic of the recent sessions of the National People's Congress and the People's Political Consultative Council of China was high-quality economic growth based on innovation, modernization of the industrial system, environmental sustainability and improving the quality of human capital.

It is symbolic in this regard that 2026-2027 has been declared the cross-years of Russian-Chinese cooperation in the field of education. This means that the tasks of high-quality development are directly connected with our bilateral cooperation.

But today China is pursuing not only domestic development goals. He is increasingly shaping the international agenda. A vivid example of this is the Global Governance Initiative, put forward by Chinese President Xi Jinping on September 1 last year at the SCO Plus meeting in Tianjin. It is designed to strengthen the role of the Global South, restore the credibility of international institutions and increase the effectiveness of solving common problems.

As you know, Russian President Vladimir Putin supported this initiative and called for discussion of concrete and detailed proposals. Today, China and Russia actually tell the world: the era when global governance was determined by a narrow circle of countries has exhausted itself.

Respect for sovereignty, legitimate security interests of countries, collective decision-making that affect the whole world comes to the fore. It is gratifying that over the past 30 years (since the establishment of Russian-Chinese partnership relations and strategic cooperation) the positions of our countries have coincided not only on global governance issues, but also on almost the entire spectrum of the international agenda.

The Treaty of Good Neighborliness, Friendship and Cooperation, signed in 2001 by Russian President Vladimir Putin and Chinese President Jiang Zemin, played a crucial role in strengthening this mutual understanding. This document laid a solid foundation for bilateral relations and consolidated the principles of equality, mutual respect, good-neighborliness and strategic cooperation for decades to come.

At the same time, it is important that our relationship does not freeze in place! They really reached the highest level in history. In the political sphere, this is manifested in the exceptionally high intensity of contacts between the leaders of the two countries, their total number is already approaching 50. Between the governments that held their 30th regular meeting last year. Between the parliaments that held the 10th meeting of the Cooperation Commission, as well as the ministries and political parties that are constantly expanding practical cooperation.

The CPRF and the CPC concluded a cooperation agreement back in 1997, and in recent years they have brought the dialogue to a qualitatively new level. In September and October 2025, two delegations of the Communist Party of the Russian Federation headed by Deputy Chairman of the CPRF Central Committee Dmitry Novikov and First Secretary of the Moscow City Committee of the Communist Party of the Russian Federation Viktor Tsarikhin visited China.

Most recently, a delegation headed by Maria Drobot, Secretary of the CPRF Central Committee for Organizational, Party and Personnel Work, returned from China. Members of the delegation met with the Head of the International Department of the CPC Central Committee Liu Haixing, visited the CPC History Museum, and visited the Pudong Leadership Academy in Shanghai. At the end of March, First Deputy Chairman of the CPRF Central Committee Yuri Afonin paid a working visit to China.

Today, our cooperation is based not only on ideological proximity, but also on regular practical exchange of experience, which effectively complements the Russian-Chinese strategic partnership. We see that the high stability of our economic cooperation remains: for three years now, our trade turnover has exceeded $200 billion, and settlements are almost entirely made in national currencies.

In the humanitarian sphere, the introduction of mutual visa-free regimes, the successful holding of the Years of Cultural Cooperation and the wide celebration of the Victory anniversary in both Moscow and Beijing were a serious achievement.

Dear friends! The 105th anniversary of the CPC, the start of the 15th five-year plan, the Global Governance Initiative, the 30th anniversary of the strategic partnership and the 25th anniversary of the Great Treaty are not a set of separate dates and topics. These are elements of one big whole picture, in which the CPC shows its ability to long-term strategic planning, and Russia and China confirm that their relations have both a solid historical basis and a very serious future.

I am convinced that our relations will not only further improve the lives of our citizens, but also make the whole world more just, prosperous and harmonious.
