For the first time, the city of Wilkes-Barre officially celebrated the birthday of the Lubavitch Rebbe King Moshiach by issuing a proclamation declaring it the "Day of Education and Knowledge Exchange in the United States". The proclamation was signed by Mayor George K. Brown on the eve of Rebbe's birthday 11 Nisan.

The initiative was led by Rabbi Shifrin from Kingston, Pennsylvania, who organized efforts at the local level. The signing ceremony was attended by Rabbi Perlman, an envoy of the Rebbes to Pennsylvania, and Rabbi Levitin.

The annual celebration of 11 Nissan began in 1978, when President Jimmy Carter first proclaimed this day in honor of the 76th birthday of the Rebbe. Since then, every U.S. president has continued this tradition.

By signing the proclamation, Wilks-Barre joins dozens of cities throughout the United States that recognize the Rebbe's influence on spiritual education and the importance of instilling the values of kindness and responsibility in future generations.

Rav Shifrin notes that these proclamations play an important role in the onset of Liberation, as countries recognize the universal values of the Seven Laws of Noah. By accepting these principles, humanity takes a step towards unity and harmony.
