Russian President Vladimir Putin signed Decree No. 715 "On the Appointment of Judges of Federal Courts and Representatives of the President of the Russian Federation in the Qualification Boards of Judges of the Subjects of the Russian Federation" in five regions, including the Jewish Autonomous Region (JAO). According to RIA "Birobidzhan", Yaroslav Novoseltsev was appointed judge of the Birobidzhan District Court.

The qualification board of judges of the EAO considered Novoseltsev's application in April. As noted, the candidate "has a higher legal education and more than 11 years of experience in the legal profession."
