Eugenio Pacelli and Cardinal Gasparri forged a working relationship, and it was Gasparri, who was appointed Secretary of State in 1914 by Benedict XV, whom Pacelli succeeded as Secretary of State in 1930. It was these canonists who were, during the reigns of Pius X and Benedict XV, to completely codify Roman Catholic canon law and to forge the centralized Papacy set forth by Pius IX and Leo XIII.

Fr. Eugenio Pacelli
Fr. Eugenio Pacelli entered into the Vatican diplomatic corps and was placed under the tutelage of Cardinal Mariano Rampolla, Secretary of State for Pope Leo XIII.
“Pacelli, as a young priest during the reign of Leo XIII, came to the attention of Cardinal Mariano Rampolla. After ordination to the priesthood in 1899, Pacelli studied canon law, a family tradition. Monsignor Pietro Gasparri in 1901 was Under-secretary in the Department of Extraordinary Affairs which dealt with Foreign Affairs and was part of the Secretariat of State. He was a renowned canon lawyer. Some of Rampolla’s supporters at this time were Bishop Pietro Gasparri, Rampolla’s Under-Secretary of State, Msgr della Chiesa, and his private secretary, Eugenio Pacelli. When Pope Leo XIII died in 1903, it was widely expected that Cardinal Rampolla would become Pope. Pope Leo’s Secretary, who was so influential that he had the numbers to succeed Leo, was vetoed in 1903 by the Austrian Emperor in a surprise move. Felix Causas, a Sedevacantist (individuals who hold that the Holy See has been vacant either since 1130, 1515, 1846, 1914, or 1958), in his article The Freemason Cardinal Mariano ù Rampolla ù, High Luciferian Initiate of the O. T.O., Secretary of State for Pope Leo XXIII, goes so far as to affirm that all the Secretaries of State (second highest figure in the Roman Catholic Church after the Pope, often seen as a stepping-stone to the Papacy itself), from Pius IX to the present, have been appointed by Freemasonry, and to criticize, among others, the same Popes St. Pius X, Benedict XV and Pius XII. Craig Heimbicher, in his book “Blood on the Altar: The Secret History of the World’s Most Dangerous Secret Society“, states that Monsignor Ernest Jouin (renowned Roman Catholic expert on the Jewish-Freemasonic conspiracy and especially sensitive to the presence of Freemasons among the clergy) was said to have intervened personally with Emperor Franz Joseph to ask for the Jus exclusivae or “Right of Exclusion” to be invoked, having procured evidence that Cardinal Rampolla was, in fact, a Freemason that had been initiated into Freemasonry during his sojourn in Madrid. Cardinal Rampolla and the Ordo Templi Orientis
After the 1903 papal conclave, Rampolla was replaced as Secretary of State by Bishop Merry del Val; other progressive prelates, supporters of Rampolla, still held their important posts in the Vatican. Rampolla became head of the Holy Office of the Inquisition (body responsible for fighting heresy and defending Catholic doctrine) in 1908 and Vatican librarian in 1912 before his death in 1913. Jouin’s allegations of Cardinal Rampolla’s affiliation with Freemasonry are in fact true, it is highly likely that Cardinal Gasparri, a close friend of Rampolla and connected with the Pacelli and Rothschild bankers, promoted Mgr. Jouin to Vatican honorary prelate as a gesture to give off the impression that the Catholic Church under the Pontificate of Pope Benedict XV was completed devoted to eradicating Freemasonry and Judaism, while within the hierarchy, the Rampolla “cabal” remained firmly entrenched within the Vatican. Fr.Coughlin, popularly coined “The Radio Priest”, was extremely popular in the United States during the 1930’s. With roughly 50 million listeners, Coughlin’s growing power and anti-Jewish attacks were causing concern in the Vatican. Ordained in 1916 by Archbishop Pacelli (the future Pope Pius XII), he reigned as Archbishop and Cardinal of New York City from 1939 until his death in 1967.
Pacelli had been groomed from birth for the papacy. Spellman knew instinctively that here was a man worthy of his attention.
