The State Duma of the Russian Federation has forbidden to publicly deny "the decisive role of the Soviet people in the defeat of Nazi Germany"

The lower house of the Russian parliament adopted in the third and final reading a law prohibiting publicly denying "the decisive role of the Soviet people in the defeat of Nazi Germany and the humanitarian mission of the USSR in the liberation of European countries." This is stated on the website of the State Duma.

In addition, the document adopted by the State Duma prohibits "the identification of the goals, decisions and actions of the leadership of the USSR, the command and military personnel of the USSR with the goals, decisions and actions of the leadership of Nazi Germany, the command and military personnel of Nazi Germany and the European Axis countries, established by the verdict of the International Military Tribunal."

The ban will apply to public speaking, works shown in public, as well as the media and the Internet. At the same time, the punishment for violating the ban is not spelled out in the document.

In the explanatory note when introducing the bill, it was said that its goal was "to put a legislative barrier to explicit insults addressed to our grandfathers and great-grandfathers, disgusting speculations on our victory, not to allow political capital to be earned on denigrating our ancestors, while maintaining space for historical research, scientific discussions, including the discussion of specific actions and actions of specific individuals. "

Context:

On August 23, 1939, the USSR and Germany decided to divide the spheres of influence in Eastern Europe and signed a non-aggression pact. The document is known as the Molotov-Ribbentrop Pact, after the names of the foreign ministers of the USSR and Germany, who signed it. A week after the conclusion of the pact, Germany attacked Poland, which marked the beginning of World War II. The war ended on September 2, 1945 with the surrender of Japan.
In 1941, Germany and its allies, contrary to the treaty, attacked the USSR. The period from June 22, 1941 to May 9, 1945 is called the Great Patriotic War in Russian historiography.

The Russian Federation claims that the USSR "was never an ally of Hitler's Germany" and that it was forced to sign a non-aggression pact. The Russian Foreign Ministry  said in 2019 that this step allowed the Soviet Union to postpone the start of the war by almost two years and strengthen the country's defense capability, "thereby saving hundreds of thousands of lives."
