The Rebbe said that the decree about himself "was from Sinai" and it penetrated into our limited world. This can be compared to the gift of the Torah, after which the wisdom of the Almighty, encapsed in the commandments, has been introduced into our world and has an impact on people.
For example, let's take the commandment: "Tho stal not steal". Today, man himself understands perfectly well why it is impossible to steal, but this happens only because the Torah has entered our world.
Then why do some people still continue to steal? This is explained by their freedom of choice. After all, the peoples of the world also have freedom of choice in relation to the 7 commandments.
When we talk about the commandments for the Noachids, they "represent concepts that the intellect itself tends to accept". However, it is necessary that "he accepts them and fulfills them, because the Almighty commanded them in the Torah and informed us through Moshe... If he does these things because of their logic, he is not called... neither a righteous man of the peoples of the world, nor their sage."
The perfection of this will come in the Days of Moshiach, when according to the decree of RAMBAM "the whole world (including the peoples of the world) will be occupied only with the knowledge of the Almighty". "For the earth will be filled with the knowledge of the Lord, as the sea is full of water" (Jeshaiah 11:9). At the same time, the knowledge of the Almighty penetrates the human mind.
There is a very interesting prophecy of Yeshai (2:4): "And he will judge the nations, and teach many nations; and they will sing their swords into a sword, and their spears into garden shears; the people will not raise the sword against the people, and they will no longer learn to war." The prophet Micah says something like this (4:3): "And he will judge among many nations, and he will judge the strong tribes to the (limits) of the distant, and they will forget their swords into the plows, and their spears into garden shears; the people will not raise the sword against the people, and they will no longer learn war."
Who is this man who will judge the nations and judge? It turns out that it's Moshiach! This is how RADAK, Rabbi David Kimhi, comments on these words. He writes that Moshiach will become the rul of all nations - he will judge and settle conflicts, teach humanity exemplary behavior and make them stop wars.
In his conversation, the Rebbe explains that the signing of the declaration by Bush and Yeltsin became possible thanks to the actions of Moshiach (that is, the Rebbe himself, as he repeatedly hints in this conversation) on the world. And the "catalyst" for this was the decree of the Rebbe himself that the time of our Liberation had come, as well as the decision of the rabbis that the Rebbi was the Moshiach of our generation. This is at least expressed in the proclamation: "Long live our lord, teacher and Rebbe King Moshiach forever and ever!" With this, people join the above-mentioned decree, which allows the Rebbe to influence presidents and ministers.
Let it be necessary for all this to be implemented as soon as possible for the onset of true and complete Liberation!
