The main problem of cultural and social adaptation of migrants in Russia is the lack of law regulating this process. According to Gilmutdinov, a mechanism for the integration of migrants must be provided for in the law on the entry and exit of foreigners, which is being developed on behalf of Russian President Vladimir Putin . He emphasized that we need to start working with foreigners even before they arrive in the country. As an example, the deputy cited centers aimed at adapting migrants that are being built in Uzbekistan.
Earlier, Children's Rights Commissioner Maria Lvova-Belova said that Russia needs to introduce a language test for migrant children before they enter kindergartens and schools. She noted that, according to statistics, about 20 percent of foreign children who entered secondary educational institutions upon arrival in Russia do not speak Russian at all or speak it at an extremely low level.
