Video of Novikov speech: https://www.youtube.com/watch?v=OK-nwvb-5_EOn February 14, a "government hour" was held in the State Duma with the participation of Russian Foreign Minister S.V. Lavrova. The head of the Russian Foreign Ministry reported to the deputies on the results of his work and answered questions from parliamentarians. The position of the CPRF faction during the meeting was presented by Deputy Chairman of the Central Committee of the Party D.G. Novikov. As part of his parliamentary activities, he is the First Deputy Chairman of the State Duma Committee on International Affairs.
Contrary to the accepted practice of providing additional time to complete the speech of representatives of the factions, in this case this was not done. The editorial staff of the CPRF.ru website quotes the full text of Dmitry Novikov's speech.
- Dear colleagues!
There are many conditions for entire peoples to survive in historical cataclysms. It happens that neither a large population nor even a large economy is not enough. The ability to think is often of particular importance.
For a big politician, it is fundamentally important to have a broad view of events, to see beyond the fact of the current day. It is important to look forward through the fabric of a huge and complex canvas of history. The canvas, woven sometimes brightly and catchy, and sometimes pretty embrayed, shabby in the hardships of time.
In many ways, this - the willingness to present a look at historical processes - was interesting to the sensational interview of Russian President V.V. Putin to Tucker Carlson. And the journalist himself seems to suddenly realized that journalism is not only the ability to grasp what will be easily demanded by the public. At some point, he seemed to accept the need to evaluate this logic - the logic of looking at events in the context of centuries. To delve into it. Maybe I don't agree. But still try to understand.
For me, the president's interview is interesting first of all because we also find the need to draw the main conclusion in him: "bourgeois" Russia has exhausted itself. And the fact that the West does not need us as equal partners is just one of the proofs.
The wide window cut by Peter I to Europe almost slammed shut. But something suggests that Peter the Great himself would not be despondent about it. His active nature would have seen new opportunities faster than many others and knew where to go today. Thanks to the USSR, the modern world has not been the one that Europe cut and oppressed on its whim for a long time.
And this big world not only does not reject Russia. He's waiting for her. Waiting firmly, reliably, forever. Not for the sake of a speculative desire to tease the West. Not for the sake of hope that you will suddenly be forgiven, they will be called to the "eight" again and give you the opportunity to lick the boots of the "big seven" in the role of the big six.
No, our friends in Asia, Africa, America, and finally in Europe, where they are also there, are waiting for Russia - strong, equal, friendly, truly sovereign. They are waiting for Russia, which understands: any truce with the bourgeois West will be temporary. It will last exactly until the NATO team regains its military potential.
Historical parallels are always conditional, but they help in analysis. It is worth remembering that in the Soviet-Finnish war of 1939-1940 we, the Soviet Union, won. But then the Great Patriotic War came...
Yes, the season of personnel leapfrogs began in the leadership of Ukraine for a reason. The growth of contradictions is a sure sign of the regime's close agony. Yes, Ukraine can be defeated. But here we need to remember that to win a Soviet-Finnish war does not mean to avoid a larger war.
Therefore, the CPRF as a whole, its leader, communist deputies, persistently repeat their approaches and demands:
- accelerated development of the country on the basis of strategic and tactical planning,
- nationalization for the sake of this key sectors of the economy and banks,
- uniting society through the elimination of the social and class split,
- transition to a fundamentally new socio-economic policy, including reliable protection of the interests of workers, veterans and youth, support for science and education, development of health care,
- in foreign policy - confident strengthening of ties with friends and persistent search for new allies.
Fukuyama put to shame with his idea of the "end of history." Life always goes on. But for us, this means that even Russia's success in Ukraine is not yet a total defeat for the West. He has a lot of reserves and resources. And he himself is only getting more angry and dangerous. We do not have much historical time to prepare for new fights for the right to live, develop, maintain sovereignty and, including, to always have our own - strong and effective - diplomacy.
There's a lot to take into account here. A lot. You need to be collected, smart and active. Everyone. Parliamentarians in particular.
And I'm sure it's enough to do anti-Lenin's stupid things. They don't add anything to anyone. V.I. Lenin was born here in our country. It's a historical fact. And no one can cancel it. He will not be changed by anyone's hatred, someone's burn, any falsifications. This cannot be changed, even if we level the Lenin Mausoleum with the ground, which we will not allow anyone to do!
Lenin was born in Russia. If it suddenly dismisses someone, if someone is unreasss about it, you have only one way out. Change the country. There are many countries. Anyone other than Russia will become the one in which Lenin was not born. Choose to your taste. Big and small countries. Rich and poor. Northern and southern. And Russia will forever remain the country of Lenin, the birthplace of Lenin.
You won't change it! But even if they could, the country itself, our people, does not need it. In many ways, it is Lenin who instills love for Russia in the hearts of millions of people around the world. And not even millions. And not even hundreds of millions. Billions of people on the planet! Billions! You need to be able to appreciate it.
In general, you need to learn to manage your great heritage with dignity. Then we'll be stronger ourselves. And there will be more allies. And the design of the UN, importantly, will be correct and reliable.
I consider it necessary to especially support the substantive activities of the Ministry of Foreign Affairs, Sergei Viktorovich Lavrov himself to support and enhance the role, status and place of the UN in the modern world. Sometimes we hear here in Russia from politicians and experts these strange voices of overthrowers who are ready to throw all the gains, including our place in the UN. The position is not even strange, but provocative. We don't have so few friends at the UN to get hysterical.
Another thing is where the UN headquarters should be located. Why should it be New York? It's time to say that it's time to relocate the UN headquarters. Where? In order of discussion, we can name many worthy places: Ho Chi Minh City and São Paulo, Santiago de Cuba and Jeddah, Alexandria and Kathmandu, Harbin and Nanjing, Ulaanbaatar and Samarkand. And Kazan, Khabarovsk and Abakan also look very good. There are many good cities on planet Earth.
The CPRF has always been active on the international track. Contrary to the practice of Yeltsin-Kozyrev diplomacy, we did everything to preserve and support our friends - friends of our Party and Russia, its people.
Just yesterday, G.A. Zyuganov met with the DPRK delegation. Tomorrow is a meeting with the delegation of Cuba. On Monday - with a South African delegation.
Work of G.A. Zyuganov's "Globalization and the Fate of Humanity" was published three times in Russia and translated into English, Chinese, Spanish and other languages.
On the 100th anniversary of the Great October Socialist Revolution, we received 132 foreign delegations. Among them are international organizations - the World Peace Council, world federations of women and youth, the association of democratic lawyers. They were created with the active participation of the Soviet Union. Their potential is extremely underestimated today. And they deserve active support, and not only from the CPRF!
In this direction, I.I. is making a lot of efforts together with the leader of the CPRF. Melnikov, V.I. Kashin, L.I. Kalashnikov, K.K. Taysaev, N.V. Kolomeytsev, V.P. Isakov and our other comrades. This gives important results. And, at the same time, it gives us reason to demand: let's finally debug elementary decency when reporting on international events. We see how central TV channels, showing anti-war actions abroad, sometimes keep silent about the fact that they were organized by the Communists.
Just with the participation of G.A. Zyuganova, N.M. Kharitonova and V.I. Kashina sent the 123rd convoy with humanitarian cargo to Donbass. This huge work also does not always get proper coverage.
I consider it extremely important to take yesterday's decision to carefully consider the issues of education and health care, and without delay. I am sure that, among other things, you need to take a closer look at learning foreign languages. Why do we stuff our schoolchildren and students in English? It's also a sign of colonial thinking! We need to be seriously puzzled by this problem. And if we have some progress with Chinese, then with Spanish it is very, very difficult.
The CPRF will continue to support all progressive and anti-colonial initiatives. Last year, our party held the International Anti-Fascist Forum in Minsk. Representatives of fifty left-wing parties, including those ruling parties, participated. Supported Russia's anti-fascist and anti-colonial position.
Today, the most important thing for all of us in international affairs is the firm anti-colonial and anti-fascist position of our country. We urge you to follow this course!
