— On March 29, a meeting of deputies with the leadership of the Russian government took place in the Duma, — says Gennady Zyuganov. — The Cabinet team was representative: all the deputy prime ministers, key ministers. Prime Minister Mikhail Vladimirovich Mishustin outlined how the Cabinet sees the situation and spoke about the measures the government is taking.

It is no coincidence that on the day of the government’s report, we published our program “Twenty Urgent Measures for the Transformation of Russia” in the newspapers Pravda and Sovetskaya Rossiya.

This program has been developed through suffering. Its validity is fully confirmed by the experience of our national enterprises, the work of "red" governors and mayors. The program was born quite difficultly, but it meets all modern challenges.

I particularly emphasized, speaking to members of the Cabinet: when developing the program, we were guided by the fact that a new reality has emerged in the world. It was not for nothing that Putin said that capitalism has reached a dead end - and so we need to get out of this dead end. Moreover, a merciless hybrid war has been declared on the country.

We lost the information and psychological war at the turn of the 80s and 90s. And in 1991 we lost the Soviet country. They tried to prove to us that if the citizens of the USSR ran away to their national apartments, they would be happy. In fact, we broke the ties that had been established for centuries and doomed people to drown one by one.

Today the situation is also very serious. More than 5,500 sanctions have been imposed on us - history has never seen anything like this. The Americans have decided to strangle us, are driving Europe into crisis and have declared a trade war on China - they don't feel sorry for anyone. And all this is happening against the backdrop of a military special operation by the Russian Federation - an attempt to cleanse fraternal Ukraine of Banderaism and Nazism.

SP: - Tell us more about the measures you propose to the government.

— “Twenty Urgent Measures” is a real program that will help the country get out of a severe crisis. It requires a mobilization economy. That is, the mobilization of all resources, close cohesion of society and the most energetic adoption of priority laws.

That is why I presented the Prime Minister not only with the "Twenty Urgent Measures", but also with a program for the eradication of fascism in post-war Germany, which could form the basis for the work on the denazification of Ukraine. Plus I attached a list of communists and our activists who have been persecuted recently. Unfortunately, the police brutality continues to rage, and "United Russia", as usual, pretends not to notice anything.

In addition, I presented Mishustin with seven of our bills and eight notes concerning the real situation in all areas of the Russian economy.

I particularly emphasized that it was necessary to counteract the dangerous destabilization within the country. And I reminded that the Communist Party insisted on adopting a development budget of 33 trillion rubles, which Siluanov and his liberal henchmen ultimately cut to the bone.

In the development budget, we proposed doubling spending on the social sphere, as well as supporting citizens - setting a subsistence minimum of 25 thousand rubles per month, so that neither pensions nor salaries could be less than this amount.

Instead, the adopted budget cut social spending by 670 billion rubles. In my opinion, this is not just a mistake. This is a decision that undermines the country's ability to develop.

I also reminded: the communists have repeatedly stated that it is unacceptable to export mined gold abroad. Over the last two years, about 600 tons of gold have been exported from Russia. It would be very useful now. We stated that foreign exchange earnings should be left in the country, and at least 50% of this earnings should be taken by the state. But instead, the currency was freely exported abroad, and now 300 billion dollars of our reserves have been seized in the West.

We also said that it is unacceptable to privatize MUPs and GUPs. And where they were privatized, now they do not know what to do with the rising prices of medicines and food.

SP: How do you see a way out of this situation?

— We need to restructure the entire financial and economic policy. We need to direct our reserves and resources to developing the country and supporting citizens, rather than feeding the oligarchy.

We believe that our main priorities are the development of high technologies and the restoration of production capacities that will allow us to build a strong and independent economy. And this presupposes investments in fundamental science. I cited our St. Petersburg National Research Academic University named after Zhores Alferov as an example. It was founded by this outstanding scientist, Nobel laureate, member of the Communist Party. Within the walls of this university, a physics and mathematics lyceum, a university and a science-intensive, ultra-modern production facility were united.

I invited members of the Cabinet to visit it to see with their own eyes how great scientists work with talented kids. I also suggested that the government adopt our bill "Education for All" because the current education system - based on Soros's textbooks - is simply ruining the country.

What comes out of this can be seen in the example of Ukraine. In Ukrainian textbooks, starting from the 4th grade, hatred towards our country, towards everything Russian and Soviet, contempt for the participants of the Great Patriotic War is cultivated. Nazis and Banderites, whose hands are covered in blood up to the elbows, are praised.

In short, our draft law is on the cabinet’s desk, and we insist on its immediate adoption.

In our opinion, special attention should be paid to electronics, machine tool building, robotics and artificial intelligence. We have shown how to solve problems in these areas - we have put on the table proposals of our largest directors and scientists of the Russian Academy of Sciences. At the same time, we have paid special attention to the guys who are engaged in IT technologies. We should not squeeze them out of the country, but hold a meeting with them, offer real programs, show the prospects. And take the most talented ones under our wing. Many of the specialists who have gone abroad are ready to return. So let's pass a separate law on working with them.

China is showing that this is possible - it has brought back its mathematicians, physicists, and programmers from abroad, and is successfully moving forward. Afonin, Kashin, Kolomeitsev, Kalashnikov, Novikov, and Gavrilov studied the Chinese experience. Each of them presented a report at a meeting with members of the government, presenting various areas of the Communist Party's anti-crisis program.

SP: — Did the Cabinet of Ministers listen to your recommendations?

— After our speeches, Prime Minister Mishustin personally noted that the meeting was extremely fruitful. Based on the proposals that I gave him — and that was a dozen and a half documents — the Prime Minister gave the corresponding instructions.

Mishustin also told how he organized a system of control over all the instructions that he gives to ministers and deputy ministers - this was very interesting. In addition, he invited our team to visit the control center, which was created near the hotel "Ukraine".

SP: Was the rise in food prices discussed at the meeting?

— In our opinion, food security is unthinkable without the implementation of our three programs, which Kashin, Kolomeitsev, and Kalashnikov insisted on. These programs are based on the experience of people's enterprises. Even in the current conditions of rapid price growth, their products do not become more expensive by more than 5%. At the same time, they are produced according to the best Soviet standards — be it meat, dairy products, cheeses, or canned goods. We have removed all unnecessary "layers" when organizing production. As a result, our enterprises work extremely efficiently.

I believe that without creating such enterprises in each region it is impossible to solve the problem of food security.

In addition, there are our programs for sustainable rural development and support for agricultural machinery, which were approved by the State Council at one time.

We have particularly emphasized that the locomotives in difficult economic conditions are high technology, science and high-quality education, as well as the development of agriculture and construction. If we do not support construction with cheap loans now, the development of regional centers and small towns will become impossible.

Particular emphasis was placed on the development of civil aviation. I must say that Mishustin and Manturov spoke in detail about how they are currently trying to overcome difficulties in this area. I told them that I had been to all 15 aircraft factories. Let me remind you that the USSR produced 30 types of aircraft and manufactured 1,500 civil airliners per year. Moreover, none of them had a single foreign part!

We had a great line of aircraft. In 1991, we had fully certified, state-of-the-art airliners ready for serial production. But we ruined everything to please Boeing and Airbus! And now we urgently need to restore the aviation industry. A country spread across 11 time zones cannot depend on someone else's civil aviation!

Now the Cabinet seems to have pulled all the stops to correct the situation, but unfortunately, a lot of time has been lost.

Finally, I paid the closest attention to four measures to protect citizens. First of all, I repeat, we need a minimum subsistence level of 25 thousand rubles - otherwise Russia will continue to die out. The second measure is to regulate prices for essential goods. The draft of the corresponding law we have prepared is on the government's desk. It must be adopted immediately! The third measure is that housing and communal services payments should not exceed 10% of a family's income. And the fourth measure is to immediately cancel the cannibalistic pension reform.

These four measures could significantly improve the atmosphere in the country.

I also told the Prime Minister how we are preparing for the 100th anniversary of the USSR. I showed him the book "The Crystal of Growth. Towards the Russian Economic Miracle." And I suggested holding hearings on the materials of this work with the participation of all branches of government. The book summarizes 150 years of experience in Russia's development, all its stages. And the most outstanding was the Lenin-Stalin modernization from 1929 to 1955. During this period, the growth rate of the Soviet economy reached 13.8%, and the population, despite the terrible war it had endured, increased by 46 million people!

This is the result that the great Soviet country showed under the leadership of the Communist Party! And today, I am sure, we must take this experience into service!
