Putin ratified the agreement on payments to Israeli pensioners

12/20/2016

Russian President Vladimir Putin has ratified an agreement with Israel on cooperation in the field of social security, RIA Novosti reports . Earlier in December, the agreement was approved by the Federation Council and the State Duma. The agreement itself was concluded in June this year during the visit of Israeli Prime Minister Benjamin Netanyahu to Moscow. The signing of the agreement will make it possible to grant the right to receive insurance pensions for old age, disability and the loss of a breadwinner to Israeli citizens who worked in Russia, including citizens of the USSR who left the territory of the RSFSR for permanent residence in Israel before 1992.

Each contracting party shall determine the right to a pension and calculate its size in accordance with its own legislation. At the same time, the Russian side takes into account the experience acquired in the territory of the Russian Federation and the RSFSR. Experience acquired on the territory of other former republics of the USSR, as well as other states, is not taken into account. In addition, when establishing a Russian pension in accordance with the agreement, citizens living in Israel are not provided with a fixed payment to the insurance pension.

The accompanying documents note that the number of Russian citizens living in Israel, taking into account the natural decline of pensioners, may be 106,694, 106,293 and 105,897 people in 2017, 2018 and 2019, respectively. The average insurance pension at the beginning of 2017 will be 4131.7 rubles, in 2018 - 4371.3 rubles, in 2019 - 4585.5 rubles, the Cabinet notes.
